OPERATIONS AND TRAINING SPECIALIST

USAJOBS is seeking a dedicated Operations and Training Specialist to join the Headquarters, ARNG Training Site, Camp Edwards, National Guard. The role involves formulating plans for training facilities, overseeing subordinate staff, coordinating with user organizations, and developing training programs to ensure effective operations and safety compliance.

Responsibilities

Formulates long and short-range plans for the development of range facilities and training areas
Oversees and directs the work of one or two subordinates assigned to the Operations and Training Division
Coordinates with user organizations for use of hfTA ranges and training facilities
Prepares budget requirements for submission to support manday training, schools and travel for the Operations and Training Division
Conducts surveys of users to assess adequacy of existing facilities to meet training requirements and reviews the installation five-year plan to ensure it meets existing and future requirements
Reviews plans, specifications, architectural and engineering documents for range facilities to assure conformity with doctrine and for compliance with DA range safety criteria
Reviews plans for army aviation, airborne, and NBC Training conducted at the MTA to assure compliance with established safety and local operational procedures
Develops installation policies and regulations governing range safety, training, medical evacuation and other emergency procedures
Based on projected availability of the latest simulation devices, determines and recommends suitable facilities for use as simulation centers
Develops guidelines for the preparation of training programs for personnel and elements assigned or attached to the MTA or installation support unit (ISU)
Formulates policies and procedures for the control of classified material, restricted areas and communications security
Develops standing operating procedures (SOP) for and directs the activities of the installation Emergency Operations Center (EOC) during state domestic or national emergencies
Develops plans and procedures for the overall communications requirements for range and field training operations
Performs other duties as assigned

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement
Selectee will be required to wear the military uniform
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment
Males born after 31 December 1959 must be registered for Selective Service
Federal employment suitability as determined by a background investigation
May be required to successfully complete a probationary period
Participation in direct deposit is mandatory
Favorable background check is required
Incumbent must possess or be able to acquire the appropriate level security clearance for this position
Military Grades: ENL: SPC to SFC
Compatible Military Assignments: *All applications will be considered regardless of Branch MOS*
AREA OF CONSIDERATION: Open only to onboard T32 Technicians of the Massachusetts Army National Guard
GENERAL EXPERIENCE: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems
SPECIALIZED EXPERIENCE: Must have at least 1 year of specialized experience, education or training equivalent to at least the next lower grade level. Must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures
OR Education: Possess a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR Combination: A Combination of Specialized Experience and Education as described above. Only graduate education in excess of 1 full year of graduate level education may be used when combining education and experience to meet the total qualifications requirement
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
