Responsibilities

Develops, maintains, and supports computer systems, software, and networks
Functions may include enterprise operations, distributed computing, academic computing, research computing, computer hardware and software management, networking, telecommunications, systems development, database administration, server administration, website management, end user engineering, and service desk operations

Manages multiple IT teams and service areas, setting organizational priorities and allocating financial, technical, and human resources
Operates with a high degree of autonomy within institutional policies and strategic plans
Serves as a key advisor to leadership on complex or sensitive technology initiatives
Applies in-depth understanding of how technology integrates within the broader institutional mission
Impacts business and academic outcomes by funding, supporting, and implementing technology initiatives and developing supporting policies and plans
Leads initiatives that improve service delivery, enhance institutional security, and drive operational effectiveness
Creates financial structure to develop, maintain, and track zero-based budget
Develops, maintains, and tracks activity-based costing for chargeback models to establish service costs
Creates and manages detailed financial reporting by area, activity, service, and consuming organization
Manages HR operational processes, including time reporting, hiring, offboarding, merit increases, promotions, and related activities
Identifies and tracks appropriate grant applications for funding information technology investment
Leads IT procurement function
Oversees technology license and seat management functions for S&T campus, including hardware, software, and services; this includes provisioning, tracking, and reclamation
Manages the BPM-12004 process for all technology acquisitions across S&T, coordinating with campus stakeholders and customers
Executes and maintains cost modeling frameworks including zero-based budgeting, showback, chargeback, and activity-based costing to support accurate service costing and budget planning

Required

A Bachelor's degree or an equivalent combination of education and experience and at least 5 years of experience from which comparable knowledge and skills can be acquired is necessary

Preferred

Bachelor's degree and 5+ years of related experience, or Master's degree and 4+ years of related experience, or Doctorate and 2+ years of related experience
Certifications: ITIL v4, PMP, CISSP, Azure/AWS, or equivalent are highly preferred
Financial analysis skills
Strong skills with reporting analytics
Proficient in identifying grants to support IT projects
Demonstrated experience with: Zero-based budgeting, Cash-flow management, Activity-based costing, Charge-back, showback, and cost allocation, Contract negotiation and management, contract negotiation, Executive reporting and presentations
