Auto Skills Manager
USAJOBS is seeking an Auto Skills Manager for the Auto Skills Center at NCBC Gulfport. The incumbent will be responsible for the administration and technical management of the Auto Hobby Shop, ensuring compliance with safety regulations and providing support to patrons in their automotive repairs.

Responsibilities
Performs assigned duties and provides necessary services to authorized patrons, including general information and support of recreation and fitness programs
Responsible for the administration, safe operation, custody and maintenance of the Auto Skills Center, and associated equipment
Incumbent maintains records pertaining to items purchased, costs, delivery schedules and inventories; maintains close liaison with the NAF purchasing agent regarding purchases, other transactions, outstanding requisitions, inventory adjustments, etc
Incumbent must be a highly trained as an instructor or teacher with knowledge in AC and R, Engine Overhaul and Repair and Brake Repairs and equivalent schools/training. Incumbent must have superior knowledge of various types of specialized equipment; chain, cable or pneumatic operated equipment, portable equipment, pump units, construction engine equipment, portable generating systems, vehicle or equipment using gasoline, diesel or electric drive which includes but not limited to domestic/ foreign personal vehicles, trucks, recreational vehicles, buses, tractors, boats and small engine machines
Incumbent is responsible for ensuring that an adequate inventory of automotive tools and equipment is available for checkout to patrons. Incumbent maintains inventory of all shop-owned tools, supplies and equipment. Responsible for the determining requirements for timely replacement of worn out or broken tools and equipment. Ascertains safety of all hand and power tools before checkout to patrons
Provides technical assistance and advice to patrons in the performance of automobile repairs, including overhaul of engines and transmissions
Incumbent exercises full authority in organizing and directing the pursuit of patrons' automotive repairs and hobbies, within the boundaries of overall program objectives and policies issued by higher authority. Incumbent shall review on a continuing basis the overall Auto Skills Center programs and submit recommendations to the Community Activity Director for changes to the overall program
In accordance with published departmental instructions specifying patron fees and charges, the incumbent supervises services provided for patrons and charges a specified fee for services
In working with patrons and employees of the Auto Skills Center the incumbent will act as an instructor/teacher in the safe and efficient operations of all shop equipment and associated tools using a structured class setting or OJT setting. Incumbent will work closely with shop patrons and employees, ensuring proper procedures with regard to safety and techniques are employed at all times. Incumbent shall prepare all safety and accident reports, reports of injury or illness, as required and submit to the Community Activities Director in a timely manner. Further safety related duties include ensuring compliance with all established safety procedures, ensuring the availability of safety equipment and ensuring that all cars are safely jacked prior to a patrons' crawling or standing under a jacked vehicle
Incumbent will be responsible for the overall cleanliness and proper storage of all supplies and equipment in the Auto Skills Center and Retail Store
Qualification
Required
Must meet Federal Employment suitability requirements and successful completion of background investigation
Must successfully pass the E-verify employment verification check
You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9
May be required to pass pre-employment examinations
A valid State driver's license is required to operate motor vehicles
Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer
Selective Service Registration is required for males born after 12/31/1959
Must be available to work varying work schedules to meet operation need, which will include weekends, holidays, and evenings
Must be able to lift at least 50 lbs
Work is performed mostly in hot humid conditions, occasionally an office setting and sometimes inclement weather
Specialized experience directly related to the duties described above
Qualifying experience must have been equivalent to the next lower level in the normal line of progression
MUST have professional knowledge of vehicle maintenance and safety
Must be aware of OSHA regulation governing the repair/replacement of brake pads/shoes and clutch disc, and the EPA regulations regarding the handling of the hazardous asbestos
Must be aware of the regulations pertaining to handling of the hazardous material
Must be aware of the regulations pertaining to handling and disposal of all waste generated in MWR according to the rules set forth by DOT and EPA
Must be aware of ASHA regulation concerning hazardous materials
Must be familiar with all aspects of inventory controls
