This role includes leading field maintenance, traffic services, and overseeing operations related to public utilities and infrastructure management.

Responsibilities
Ensures the department complies with new and existing TCEQ and EPA rules and regulations
Review and approve project cost estimates. Perform spot field inspections. Audit project files and prepare correspondence. Keep City Manager and Deputy City Manager informed of project status. Coordinate target project completions with other division and department heads
Attends necessary staff, city and public meetings during the day and evening hours. Respond to and resolve citizen’s complaints and requests. Prepare council members' responses
Interpret and enforce City Manager directives and administrative policy. Schedule and conduct bi-weekly strategic planning for goals and objectives meetings
Develop and prepare department budget and objective information in accordance with City guidelines for inclusion in the annual city budget and updates the targeted Capital Expenditure Plans. Monitor expenditures and discuss and review each cost center budget and goals and objectives with the leadership team and adjust accordingly
Ensure continuing professional development and training opportunities are in place to support the department’s succession planning efforts. Analyze and adjust operating procedures to ensure that work is being accomplished efficiently and effectively, consistent with City Administration and the department’s goals and objectives. Review employee non-performance or compliance issues and initiate the appropriate corrective actions
Perform all other duties as assigned
Qualification
Required
Bachelors' Degree from an accredited college or institution in Public Administration, Engineering, Management, or a related field
Ten years experience in a professional level related role with five of those years in progressive management and supervisory responsibilities
Valid driver's license with an acceptable driving record (must obtain TX driver's license within 90 days)
An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job
Preferred
Masters Degree from an accredited college or institution in Public Administration, Engineering, or a related field
