ECONOMIC DEVELOPMENT DEPARTMENT - ECONOMIC DEVELOPMENT ANALYST, INTERMEDIATE
NEOGOV is seeking an Economic Development Analyst, Intermediate who will conduct quantitative and qualitative economic analysis to assist with departmental planning and implementation. The role involves analyzing local economic impact data, preparing reports, and coordinating with various stakeholders to support economic development initiatives.

Responsibilities
Conducts analysis of local economic impact data to make necessary policy recommendations to the Economic Development Director, Chief Administrator, or Commissioners Court
Research background information, prepares written materials such as project timelines and budgets, and coordinates necessary meetings and activities with consultants, contractors, other County of El Paso departments, and outside governmental agencies
Assists as a point contact for the analysis, negotiation, and development of large and complex County incentive projects; assists with economic incentive programs, including but not limited to tax rebates, infill development, empowerment zone, green and sustainable incentives, historic tax exemption, state enterprise zone, County Enterprise Fund, and recruitment industries
Assists in creating economic models using economic modeling software to simulate and predict the likely results of various scenarios. This might entail forecasting employment creation or loss, calculating the economic impact of policy changes, and projecting industry growth due to efforts to attract, retain, and expand the economy
Prepares reports and presentations to give internal and external audiences early and final feedback on the analysis performed. Responsible for preparing and presenting reports, including charts, graphs, and written analyses
Participates in meetings, brainstorming sessions, and contribute your expertise to ongoing projects in a highly collaborative environment
As assigned attends community meetings to solicit feedback; explains redevelopment areas or project information to local merchants, organizations, businesses, property owners, and the general public
Coordinates presentations for public speaking engagements or meetings between local area business, government, real estate, development representatives and civic organizations
Drafts a variety of legal and contract documents including requests for qualifications and proposals, agreements, loan documents, easements, and related documents required for the completion of projects
Assists in representing the County administration to various private enterprise and public agencies; coordinate efforts and information with various City departments to identify, retain and assist redevelopment and retail industry; researches and complies demographic and economic data in response to prospective client inquiries
Adheres to assigned work schedule as outlined in the Department and County attendance policies and procedures; ensures all behaviors comply with the County’s Conduct Policies
Maintains a high degree of flexibility and performs other related duties as required
Maintains a high level of honesty, integrity, and ethics both on and off duty, complying with all county and department policies
Maintains a positive team atmosphere and works well with others; participates in team building exercises and nurtures positive relationships with colleagues and coworkers

Performs other duties as assigned. As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor
Qualification
Required
Bachelor's Degree in business administration, public administration, finance, accounting, economics, or related field and two (2) years of economic, business, commercial or real estate development, or financial analysis experience
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso
In order to access the County's network and systems, a personal mobile smart device is required by the hire start date
Knowledge of principles and practices of finance and accounting
Knowledge of federal, state and local government program and grants financial procedures
Knowledge of basic principles of contractual law
Knowledge of methods and techniques of monitoring contract compliance
Knowledge of basic fund accounting and auditing procedures
Knowledge of local government operations and non-profit industry practices
Knowledge of government purchasing policies, procedures, rules and regulations

The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
