Deputy County Administrator

NEOGOV is seeking a Deputy County Administrator to provide high-level strategic, legislative, and operational support to the County Administrator and County Commissioners. The role involves managing interdepartmental information flow, leading special projects, and representing the County in legislative matters at both state and federal levels.

Responsibilities

Lead or support countywide initiatives, special projects, and research assignments as directed; prepare reports, briefing materials, and presentations for the County Administrator and Commissioners Court
Coordinate intergovernmental and regional partnerships to advance County interests and policy initiatives; maintain active contact with the local legislative delegation and represent the County in regional forums
Assist the County Administrator in developing, planning, and implementing County goals and objectives; participate in the formation and administration of County policy
Represent the County, Commissioners Court and the County Administrator to internal leadership, elected officials, and external agencies; communicate and defend County programs, policies, and initiatives
Represent Hays County before the Texas Legislature and other governmental bodies. Prepare and manage the County’s legislative program at both the state and federal levels
Monitor and communicate legislative developments affecting County operations. Coordinate external legislative activities and collaborate with other urban counties and associations
Conduct studies and investigations on administrative and technical issues; evaluate the feasibility, cost-effectiveness, and regulatory compliance of proposals; provide recommendations to the County Administrator
Meet with citizens and business leaders to address concerns, explain County policies, and resolve complex or sensitive issues
Cultivate collaborative relationships with public and private organizations to enhance service delivery and access to resources
Provide high-level management and project support to the County Administrator, executive staff, and County Commissioners, ensuring efficient workflow, timely communication, and accurate documentation
Serve as acting County Administrator in their absence
Perform additional responsibilities as assigned to support County operations and strategic priorities

Required

Bachelor's degree in Public Administration, Political Science, Business Administration, or a related field AND five (5) years of administrative or policy support experience in a public, nonprofit, or governmental environment
Any equivalent combination of education and experience may be substituted on a year-for-year basis for the minimum requirements
Class C driver's license

Preferred

Master's or Doctoral degree in Public Administration, Political Science, Law, Business Administration, or a closely related field
Seven (7) or more years of progressively responsible administrative, policy development, project management, or executive-level support experience in a governmental or public sector environment
Prior experience supervising multiple functional teams in a complex organization
Experience coordinating Commissioners Court, City Council, or similar governing body agendas and ensuring compliance with open meetings laws
Demonstrated success in leading interdepartmental projects and initiatives from concept to completion
