Markets Consultant – Lead Exposure Program

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low-and middle-income countries. Responsibilities

Conduct integrated market assessments of lead-based and lead-free paint and related inputs in India, mapping supply chains of lead-based inputs and lead-free substitutes: input sourcing, manufacturing, distribution, and trade flows
Compile and, where possible, triangulate price and trade-flow data; gather distributor and supplier behavior insights
Identify key manufacturers of lead chromate and other lead-based pigments and map the landscape of lead-free substitute suppliers
Map the current landscape of POC blood lead testing devices available in India, including imported products and domestic manufacturers
Identify and assess promising Indian diagnostic innovations at various stages of development, evaluating technical specifications, regulatory status, manufacturing readiness, and cost structures
Analyse barriers to scale for diagnostics: pricing, procurement pathways, quality assurance, regulatory approvals, and end-user adoption constraints
Lead Key Informant Interviews (KIIs) with relevant stakeholders (manufacturers, distributors, SMEs, regulators, providers and government bodies) to understand incentives, switching costs, technical constraints, and barriers to adoption
Synthesize findings to generate a long list of potential intervention ideas (supply-side, demand-side, regulatory, market shaping) across both paints and diagnostics
Apply a structured evaluation framework (unit economics, feasibility, cost–benefit, risk, scenario analysis, scalability) to assess and prioritize intervention ideas from the potential longlist of interventions
Develop consolidated themes and comparison in collaboration with WJCF Teams and global teams to identify high impact opportunities to meet program goals
Produce detailed rationale for selection of a short-list of 3–5 pilot market interventions across both workstreams, with clear articulation of expected impact on reducing lead exposure
Develop detailed pilot blueprints for selected interventions: implementation plans, resource requirements, partnerships, budgets, timelines, risk assessments, and mitigation strategies
Design outcomes-based measurement & evaluation framework for each pilot: define metrics, data collection plans, monitoring and evaluation (M&E) tools
Prepare implementation toolkits and support materials for roll-out (e.g., SOPs, stakeholder engagement plans, supplier/distributor onboarding, regulatory compliance guidance)
Facilitate stakeholder coordination — including with governments, regulators, manufacturers, suppliers, SMEs, NGOs partners — to secure buy-in, partnerships, and support for pilot roll-out
Support donor engagement and proposal development as needed (concept notes, funding proposals, progress reports)
Provide advisory support to governments, regulatory bodies, or industry associations on regulatory guidance and market shaping strategies
Remain updated on global developments in lead exposure, paint regulation, diagnostic technologies, and safer-substitute innovations

Required

Advanced Degree (master's or equivalent) in a relevant field plus minimum 5 years of work experience
Experience in market shaping, supply chain analysis, or commercial strategy — ideally in paints/chemicals, diagnostics, medical devices, or pharmaceutical industries
Strong analytical capabilities (qualitative and quantitative), with ability to absorb and synthesize a broad range of information, including financial, regulatory, pharmaceutical, and scientific information
Proven ability to conduct primary & secondary research including stakeholder interviews and market assessments
Excellent communication skills — ability to prepare high-quality reports, presentations, and briefs for diverse audiences including government, donors, and technical partners
High level of proficiency in Excel, PowerPoint, and Word
Creative thinker enabling development of transformational solutions
Entrepreneurial mindset with ability to work independently, self-motivate, and propose innovative ideas
Detail-oriented with strong project management instincts
Willingness to travel frequently within India, with potential for occasional international travel for consultations and conferences

Preferred

Prior experience working in or with LMICs preferred; familiarity with Indian regulatory and market contexts is an advantage
