Business Development Director – Federal Civilian Agencies

Responsibilities

Focus on driving strategic growth by identifying and shaping opportunities that deliver measurable financial value to our clients and to Oracle
Understand complex federal budgeting, funding streams, and financial priorities
Leverage expertise to proactively develop pipeline and ensure Oracle’s solutions maximize operational and fiscal impact
Lead early capture efforts—analyzing program funding, appropriations, and financial trends 6–18 months before RFP release
Leverage broad experience and relationships within federal agencies to align Oracle’s compliant solutions with key financial drivers and mission objectives
Navigate the acquisition landscape and influence decision-makers to position Oracle as a strategic technology and financial partner of choice for Federal Civilian clients

Required

10+ years of experience in business development, specifically within Federal Civilian agencies
Deep financial acumen and understanding of complex federal budgeting, funding streams, and financial priorities
Experience in leading early capture efforts and analyzing program funding, appropriations, and financial trends 6–18 months before RFP release
Ability to leverage broad experience and relationships within federal agencies
Proven track record of aligning solutions with key financial drivers and mission objectives
Strong skills in navigating the acquisition landscape and influencing decision-makers
Fluency in English (reading, writing, and speaking)
Ability to work onsite at office or client locations 3–4 days per week, with flexibility to work remotely 1–2 days per week
Security clearance required
