China Regional Procurement Manager

Responsibilities

Manage the market /country Procurement organization
Manage and develop the local Procurement Organization and drive continuous improvement of operations
Manage direct reports including target setting, performance review, and career and training development
Facilitate intra- and inter-country collaboration of Procurement Category Leads
Position country specific procurement requirements on a regional level and actively support roll-out of Regional or Global Procurement development initiatives within the country
Lead the country procurement team towards strategic procurement initiatives and performance according to Bunge Core Values
Set ethical standards which are communicated as guidelines for the procurement process (e.g. interaction with suppliers and internal stakeholders)
Control the market procurement budget
Implement and governance on Global Procurement Policy
Support the business in setting up their plans, budgets and strategies
Monitor and control market specific procurement savings plan, sourcing plan or regional and global task force
Support Regional or global category strategy development and initiative execution, also SSCR compliances
Coordinate resource allocation to support Regional and Local initiatives on a market/country level
Leads and supports strategic sourcing activities within the specific market/ country
Act as a change agent in leading implementation of new global/Regional purchasing initiatives
Support LCCS (Low cost country sourcing) initiatives- RFI ( Request for information) – Supplier Harmonization
Act as facilitator between Regional Category Managers & Sourcing Specialists and LPRs in order to ensure local acceptance of new contracts
Coordinate contract implementation of major contracts with LPRs and users
Follow-up on contract compliance; define and take corrective actions to improve contract compliance
In line with defined procurement strategy, support the classification and categorization of suppliers, including definition of supplier evaluation and audit policies
Continuously track supplier performance
Lead supplier development activities such as setting up cross functional review meetings with suppliers in order to improve performance and further reduce cost
Initiate and conduct supplier audits
Identify potential contract improvement opportunities and re-negotiations
Manage internal customer relationships at country/local level
Manage internal customers’ feedback on procurement organization & supplier performance, with Local Management and key stakeholders
Reinforce and promote Requisitioning best practices to ensure end users are following proper spend channel guidance
Within the framework of the cross functional sourcing and supplier development teams, closely develop and manage the relationship with internal customers
Proactively organize sessions with internal customers to identify further TCO reduction opportunities
Improve and reinforce procurement’s profile and recognition within the internal customer community

Required

Academic background: University/Bachelor's degree, preferably in engineering and/or commerce or other relevant discipline; or a relevant combination of formal qualifications and additional specialized study
Experience: In depth knowledge of procurement and relevant management experience (15) in the same functional domain or other related positions, preferably working in an international environment
Language skills: English (required); Local language (required)

Preferred

A recognized qualification in procurement would be considered an asset
