Emergency Telecommunications Operator (Part-Time)

Responsibilities
Monitor alarms and provide notifications as needed. Dispatch Public Safety personnel as required. Communicate with outside alarm monitoring companies. Verify status of alarm and provide information to Public Safety Officer on duty
Monitor and operate System Galaxy Software for residence halls and buildings. Unlock and lock buildings when requested and modify student’s identification cards when needed. Report alarm conditions to Public Safety Officer on duty. Conduct searches of System Galaxy database to assist with investigations. Trouble shoot problems associated with ID cards and door access
Facilitate emergency service requests via the emergency telephone, emergency call boxes and other means. Evaluate the appropriate emergency response and make appropriate referral. Monitor the emergency response and provide updates to campus personnel
Operate Event Management System software to search for events occurring on campus. Provide information to callers requesting information regarding these events. Make contact with appropriate campus personnel as needed to facilitate requests by participants
Control the access of vehicles to the campus. Issue visitor's passes and temporary passes. Provide directions and informational services as required. Issue walking tour pamphlets and maps
Operate the switchboard and answer the telephones. Provide information concerning events on campus and general campus information. Direct caller to appropriate office or priest. Place long-distance calls for authorized users. Maintain all require paperwork. Assist with maintaining databases containing sensitive information regarding telephone numbers
Issue and collect keys in accordance with established procedures. Collect and issue Saint Vincent College van keys, pool key, Grist Mill key, Tri-State & Guardian keys, and Telephone (WTC) keys. Ensure proper forms a completed and maintained. Determine driving eligibility of individuals picking up van keys. Ensure all keys a returned to the Emergency Communications Center (ECC). Make contact with holders who are delinquent on returning the keys and arrange for the return of the keys. Maintain key authorization lists and ensure their correctness. Record changes and seek updated lists as needed to ensure security of the facility
Monitors telephone service and automated telephone answering system and reports any problems. Maintains directory of all telephone number and where they are assigned
Report all violations of Saint Vincent policies, state laws and incidents to Public Safety Officer on duty. Report all safety, medical emergencies, accidents, hazardous conditions and any unusual situations to Public Safety Officer on duty
Provide assistance to Public Safety Officer as requested
Maintain record of all requests using the Automated Records Management System (ARMS). Operate emergency telephone and radio recording equipment. Create permanent records of all communications. Make copies of serious incidents for archival and evidentiary purposes
Operate outdoor Emergency Notification equipment. Maintain log of maintenance issues and report problems to Public Safety Director. Become proficient in the operation of the e2campus notification program. Conduct continual practice to maintain proficiency
Operate radio systems to include on campus and Westmoreland County. Use phonetic alphabet as required. Respond to requests from Department of Public Safety, Shuttle and Fire Department. Dispatch units as needed. Assist other radio users (Facility Management, Event and Conference Services, Athletics, etc.) with their request made via radio
Prepare all required paperwork
Comply with all written and verbal instructions. Research appropriate Saint Vincent publications for policy statements
Assist with training new (and/or part-time) personnel on policies and procedures. This applies when new ETO (or part-time ETO) is working the same shift as a senior ETO
Performs security duties as needed
Performs data entry
Arranges for vehicle towing
Qualification
Required
Basic computer skills to include a working knowledge of Microsoft (MS) Windows, Excel, Word and Outlook
Must be able to operate computer programs without assistance or additional training
Must have the ability to become Association of Public Safety Communications Official (APCO) certified as a Public Safety Telecommunicator 1
Must be able to type a minimum of 20 words per minute
A high school diploma or equivalent
A minimum of two years experience working with the general public
