The Library of Congress is seeking an Assistant Director for Administrative Operations to oversee the Congressional Research Services’ financial and administrative business operations. This role involves providing policy direction and guidance, as well as representing the CRS on strategic planning and human capital management issues.

Responsibilities
Direct, guide, and oversee the Congressional Research Services’ (CRS) financial and administrative business operations
Oversee workforce management and development operations
Serve as the principal advisor in these functional areas for the Director, Deputy Director and CRS executive management team
Provide policy direction, guidance, review, and oversight of CRS’s financial and administrative business functions
Develop and enhance CRS’s ability to attract, develop, and retain the human capital needed to perform research and analysis for the Congress
Represent the Director and Deputy Director on issues involving CRS’s role, activities, and interaction with Congress and other Library entities in relevant areas of strategic planning and program performance assessment
Involved in budgeting, procurement, and financial management
Oversee facilities management
Qualification
Required
Experience in directing, guiding, and overseeing financial and administrative business operations
Experience in workforce management and development operations
Ability to serve as a principal advisor to senior management
Experience in providing policy direction, guidance, review, and oversight of financial and administrative business functions
Ability to develop and enhance human capital strategies
Experience in strategic planning and program performance assessment
Knowledge of human capital management
Experience in budgeting, procurement, and financial management
Experience in facilities management
