Associate Program Manager
Covenant House Alaska is dedicated to advocating for youth experiencing homelessness and human trafficking. The Associate Program Manager is responsible for overseeing the service delivery and day-to-day operations of youth care programs, ensuring compliance with regulations and alignment with the agency’s mission and values.

Responsibilities
Exemplify the Covenant House Mission and values to the staff, youth, and the community we serve
Maintain a high level of ethical standards
Prioritize safety of youth, staff and program
Acts as Administrative on-call on a rotating basis for program support
Timely completion of routine administrative tasks including payroll, credit card reconciliation, time studies, etc
Deliver the following essential functions in collaboration with the Program Manager
Maintain adequate staffing levels in program
Responsible for program staffing including; interviewing, applicant selection, and onboarding coordination with human resources
Maintains and manages partner relationships
Participate in the review, development, and implementation of program policies and procedures and operating procedures
Implements program policy and procedures and operating manuals
Assures staff are provided adequate training and maintain mandatory training requirements
Responsible for applicable data completion, management, and quality assurance
Track data outcomes to help inform program design and decisions
Maintain database (ETO) management and assist in implementing data protocols
As needed, assist with program grant reporting and compliance
Maintain adequate inventory of program supplies
Balance, oversee and manage budget, manage utilization of funds
Attend monthly budget management meetings as assigned
Provide supervision, training, and development of program staff
Communicate with support services regarding building maintenance and repair
Qualification
Required
Bachelor's degree in Human Services, Psychology, Sociology or related field is strongly preferred. Relevant work experience may be substituted for degree on a year-by-year basis
Experience working with adolescent or disadvantaged populations, preferably in a residential setting
Experience in a supervisory capacity providing direct supervision and evaluation of staff preferred
Understand and comply with all agency policies and procedures
Understand and incorporate Trauma-Informed Care practices into continuity of care
Demonstrates cultural humility and develops positive and supportive relationships with others
Knowledge of community resources that are available to the population of CHA
Knowledge of crisis intervention, de-escalation and prevention
High degree of sensitivity to and respect for diversity and cultural issues involved in working with individuals of varying ethnicities and income
Understand best practices in the areas of prevention, recognition, and response to suspected and identified victims of human trafficking
Willingness to engage with partner human trafficking service agencies and law enforcement
Understand the intersectionality of youth homelessness, mental health, substance misuse, human trafficking and poverty
Maintain and comply with confidentially, HIPAA, CFR 42 part 2, and specialized reporting requirements
Ability to train program staff
Well-developed verbal and written communication skills
Proficient with computer operating systems
Willingness and ability to work outside of normal business hours as well as Holidays and weekends as needed
Attain and maintain all required training and certifications
Possess a current and valid Driver's License
Acceptable driving record assessed through CHA's Drivers Acceptability Matrix
Pass federal, state, and local background check investigations
Dedication to maintaining a continued awareness of innovative service provision to CHA's population
Leadership skills and ability to tactfully and effectively coach team members
