Research and Program Evaluation Specialist

Responsibilities
Contributes to the planning, design, and management of all aspects of assigned evaluative research studies at the individual school, regional, or division level
Designs and field-tests surveys, questionnaires, interviews, and other instruments representing a variety of data collection techniques for the collection of curated quantitative and qualitative data
Facilitates focus groups to gather data from the school community and other groups for research studies
Analyzes data using both descriptive and inferential techniques to assess progress on division and program goals, including cost/resource analysis
Performs qualitative and quantitative analyses of division and cohort data, including cost and return on investment analyses, in support of research, program evaluation, and other technical projects
Provides technical assistance to school, regional, and central office administrators in survey development, statistical analysis, data interpretation, needs assessments, and research and evaluation design
Reviews data collection and research proposals from school division staff and external researchers to determine appropriateness based on adherence to legal and ethical concerns
Uses databases, spreadsheets, and advanced statistical software for data management and analyses
Uses a variety of presentation software to prepare written reports, analyses, and statistical documents for a variety of audiences
Prepares written and oral reports, analyses, and technical documents, and presentations
May present information to division staff or the senior management team
Oversees the work of evaluation project consultants as needed
Performs related duties as required or assigned
Qualification
Required
Bachelor's degree in education, social science, statistics, research analysis, or related field
Four (4) years of progressively more responsible experience in educational research, assessment, and/or program evaluation
Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience
Knowledge of program evaluation, methodology, advanced statistical analysis, qualitative, and quantitative educational research methods
Knowledge of and proficiency in the development of surveys, research design, data collection methods, and statistics
Knowledge of applicable local, state, and federal laws and regulations to include those related to education data sources, data privacy regulations, and compliance requirements
Proficiency in the use of technology including statistical analysis software, such as SPSS, and data compilation, analysis, and reporting
Skill in writing reports that present technical data to non-technical audiences
Ability to perceive organizational implications of conclusions and recommendations
Ability to apply effective organizational and project management skills and meet timelines
Ability to present research and evaluation findings to groups such as school administrators or senior management
Ability to establish and maintain collaborative relationships with other school personnel and other administrators
Ability to communicate effectively, both orally and in writing
Preferred
Master's degree in education, social science, statistics, research analysis, or a related field
