Quality and Compliance Manager
Place Services, Inc. is a leading commercial construction company based in Canton, Georgia, seeking a Quality and Compliance Manager. This role is responsible for leading quality management and compliance programs across the organization, ensuring construction quality and regulatory compliance.

Responsibilities
Developing, implementing, and maintaining the company’s Quality Management Program, Subcontractor Performance System, and Workforce & Project Compliance Program across all divisions
Ensuring construction quality, subcontractor accountability, and complete labor/workforce regulatory compliance
Reporting directly to the Project Management Officer (PMO), separate from construction teams, and aligning cross-functionally with Operations, HR, Safety, and Legal
Setting governance standards; Operations retains responsibility for day-to-day execution and field compliance
Leading development and execution of Quality Management Plans
Managing company-wide quality standards, inspections, and documentation
Standardizing subcontractor prequalification and verification processes
Managing subcontractor scorecards and annual performance reviews
Developing and managing a Preferred Partner Program including tiering criteria and performance thresholds
Ensuring scope, insurance, bonding, and compliance are complete before award
Ensuring complete workforce compliance for W-2 employees
Verifying subcontractor compliance programs and labor documentation
Overseeing onboarding compliance and worker eligibility prior to site access
Conducting jobsite compliance audits and enforcing corrective actions
Creating and executing roadmap for PSI to be a compliance leader with its clients
Partnering with Human Resources on Form I-9 processing and accuracy
Conducting periodic compliance audits and assisting HR with necessary training
Maintaining compliance dashboards, metrics, and audit readiness
Leading root-cause analysis for quality failures and rework events
Recommending policy updates as regulations and standards evolve
Reporting compliance risks and findings to executive leadership
Supporting development of project-specific Quality Control Plans
Reviewing specifications, drawings, and submittals for quality and compliance
Collaborating with estimating and operations on scopes, testing, and requirements
Conducting pre-mobilization quality and compliance briefings
Implementing Quality Control Plans and overseeing field execution
Conducting routine and targeted inspections and audits
Participating in punch list and turnover inspections
Managing quality documentation and rework prevention programs
Maintaining live workforce compliance logs and tracking systems
Conducting jobsite audits and coordinating corrective actions with Operations
Ensuring punch list completion tracking
Finalizing quality and compliance documentation
Conducting subcontractor performance scoring and close-out reviews
Providing enterprise governance for quality, subcontractor performance, and compliance across all divisions
Developing and maintaining the annual Quality & Compliance strategic plan, including objectives, programs, and PMO improvement initiatives
Creating PMO reports on quality trends, subcontractor performance metrics, and compliance status
Providing leadership training and awareness sessions for project teams
Collaborating with HR, Legal, Operations, and Safety to mitigate risks
Supporting external regulatory audits and leading internal review cycles
Updating policies based on regulation changes
Qualification
Required
8–15+ years combined experience in construction quality and compliance
Strong knowledge of building codes, labor laws, and workforce regulations
Experience managing projects between $1M–$20M+
Excellent documentation, auditing, and communication skills
Ability to travel 10%-20% as needed for job-site audits and compliance checks
Highly organized, detail-oriented, and process-driven
Able to communicate effectively across multiple departments
Skilled at managing confidential information and sensitive compliance matters
Comfortable working within a PMO environment that emphasizes standardization, metrics, and continuous improvement
