They are seeking a Senior Business Analyst to support a Texas state agency’s mainframe transformation program, focusing on modernizing critical Oil & Gas systems by implementing new SaaS/COTS applications and building a data warehouse.

Responsibilities
Elicit, document, and manage business and functional requirements (use cases, process flows, data models, traceability)
Analyze current vs. future state processes; document business rules and impacts
Develop/write design documents and diagram business processes and workflows
Support implementation of SaaS/COTS solutions, mainframe data migrations, and data warehouse initiatives
Translate business needs into clear functional and system specifications
Coordinate with business, technical, and QA teams to align on scope and design
Help define and execute user acceptance testing (UAT) plans, test cases, and acceptance criteria
Review requirements/designs and translate them into test procedures and scenarios
Support smoke, regression, and functional testing; assist with defect triage and resolution
Analyze production issues, determine root causes, and document required data/system corrections
Work closely with support and development teams on fixes and process improvements
Lead workshops and working sessions with business stakeholders and cross-functional teams
Communicate clearly in written and verbal form, including technical documentation and presentations
Qualification
Required
10+ years of business analysis experience on software development projects
10+ years with: Requirements elicitation, documentation (use cases, traceability, data modeling, prototyping)
10+ years with: Facilitating sessions with business and cross-functional teams
10+ years with: Writing design documents and mapping/documenting business processes
10+ years with: Supporting UAT, training, and implementation activities
10+ years with: Production support/root-cause analysis
8+ years with: Software QA/Software Engineering methodologies
8+ years with: Writing/verifying test plans and test cases
8+ years with: Working within a defined SDLC
8+ years with: JIRA (stories, test cases, execution, reporting)
8+ years with: Strong SQL/Oracle query skills and understanding of manual/automation testing concepts
Strong English communication skills (written, verbal, presentation) and advanced use of MS Office and process/mockup tools (e.g., Visio, SnagIt, Axure, Adobe tools)
Ability to work independently with minimal supervision
Preferred
Experience in Agile environments
Exposure to web application test automation (e.g., Java + Selenium or similar)
Experience with Salesforce projects
Process improvement / change leadership experience
Background in Oil & Gas or regulatory/compliance projects as a Business Analyst
Bachelor's degree in Computer Science, Business Administration, or related field (or equivalent experience)
