ARBORIST/LANDSCAPE SPECIALIST
City of Maitland is seeking an Arborist/Landscape Specialist to manage and coordinate the City’s Landscape/Plant Healthcare division. The role involves overseeing employee schedules, budget management, and ensuring the health and safety of city-owned properties through effective horticultural programs.

Responsibilities
Manages and coordinates the City’s Landscape/Plant Healthcare division including but not limited to employee’s work schedules, timesheet and verification of scheduled maintenance for city parks, landscape areas and right-of-ways to achieve goals within available resources and IPM standards; reviews progress and recommends changes as needed
Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates activities with other departments and agencies as needed
Communicates official plans, policies and procedures to the general public in assigned area of responsibility
Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, materials, and equipment
Determines the fertilization and pest control requirements through soil samples or needs analysis
Develops and implements programs to ensure proper maintenance, and standardizes procedures to improve efficiency and effectiveness of operations
Maintains appropriate records of application and ensures applicators have the proper training on application techniques, warning labels, personal protective equipment, and posting of required signage and re-entry restrictions prior to treatments of the above as required by law
Establishes and formulates a citywide tree inventory
Maintains appropriate records of tree trimming and tree removals
Inspects and assesses trees to determine proper maintenance programs and perform risk assessments on trees on city owned properties
Oversees and administers landscape and tree maintenance and installation vendor contracts
Performs quality assessment and quality control of vendor work
Aids in the enforcement of city landscape codes and related ordinances, providing documentation to the Code Enforcement Board when required
Manages the Landscape Health and Public Safety programs through the Public Works Parks / Grounds Maintenance Division
Prepares a variety of studies, reports and related information for decision-making purposes
Determines, calculates and secures the appropriate materials and supplies for specific projects
Responds to public inquiries within (1) working day of receipt; provides information within scope of knowledge and position
Oversees and assists in the maintenance of City and Public School properties landscape and turf areas
Will maintain availability for irregular or occasional work on a day when no work is scheduled, or at a time which requires the employee to return to the place of employment from an off-duty status
Provides support for special and seasonal event requirements to include equipment, furnishings, amenities and ornaments
General housekeeping. Completes forms, writes reports and performs other administrative duties
Performs other duties as assigned
Qualification
Required
Associates degree or equivalent in disciplines related to horticulture, arboriculture, or grounds maintenance
Minimum of three (3) years of supervisory experience
Three or more years of experience in forestry, tree trimming, ornamental pest control, or any equivalent combination of relevant education, training and experience
Certification by the International Society of Arboriculture, or ability to obtain within six (6) months of employment, or within six (6) months if an internal employee is selected
Possess and maintain a valid Florida Driver's License
Must possess the National Incident Management System (NIMS) IS-700 within 30 days of employment
Must possess the ICS-100 within 90 days of employment
Possess a restricted use pesticide application license or obtain a restricted use pesticide application license within six (6) months of employment, or within six (6) months if an internal employee is selected
Considerable knowledge of irrigation systems, arboriculture, plant pathology, and turf grass culture
Working knowledge of equipment, materials and supplies used in arbor and ground maintenance
Working knowledge of 'green laws' and the Florida grades and standards of nursery stock
Working knowledge of first aid and applicable safety precautions
Skill in the operation of listed tools and equipment
Ability to work independently and to complete daily activities according to work schedule
Ability to lift heavy objects, walk and stand for long periods of time, and to perform strenuous physical labor under adverse field conditions
Ability to communicate orally and in writing
Ability to use equipment and tools properly and safely
Ability to understand, follow, and transmit written and oral instructions
Ability to establish effective working relationships with employees, supervisors, and the public
