Resource Management Analyst
ARServices is seeking a Resource Management Analyst to support the Defense Threat Reduction Agency. The role involves providing advisory and assistance services in resource management across the RD organization, including developing budget submissions and financial strategies.

Responsibilities
Maintain the Department’s annual Spend Plan and Unfunded Requirements list
Monitor, Analyze and Report on Commitments, Obligations and Expenditures for O&M, RDT&E and Procurement Appropriations
Create data visualizations (dashboards, tables, bar and pie charts) that inform leaders of budget issues to drive decisions
Research unobligated commitments and unliquidated obligations
Inform program managers and department leadership of the status and availability of funds (O&M, RDT&E and Procurement)
Support the Future Years Defense Plan (FYDP) in developing exhibits and documents for government leadership approval
Support the development of the Budget Estimate Submission (BES)
Coordinate and draft financial planning/programming correspondence and coordinate DTRA, RD-Program Management Office approval prior to distribution
Assist PMs by providing advisory assistance for financial support functions to include the coordination and tracking of financial instruments, defense of budget requests, justification documentation, briefing materials and other administrative documents
Planning and programming of future requirements and preparation of Program Objective Memorandum (POM), Budget Estimate Submission (BES), President’s Budget (PB) and other products supporting requests and justification for funding
Review budget proposals for completeness, accuracy, and compliance with laws and other regulations
Qualification
Required
U.S Citizenship required
Bachelor's degree in Accounting, Business Administration, Finance, or Mathematics
5 years' experience forecasting future financial requirements and preparing associated documents Program Objective Memorandum (POM), Presidents Budget, and Budget Estimate Submission (BES)
5 years' experience managing budget execution, spending plan, and burn rate processes
5 years' resource management experience working with multiple DOD appropriations
Expertise in Government accounting policy and/or regulations including but not limited to DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and OMB Circular A-123
Excellent written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications
Demonstrated experience creating data visualizations such as dashboards, pivot tables, bar graphs, pie charts, etc
Fluency with MS Office applications, SharePoint and Power BI application
Preferred
Prior Defense Threat Reduction Agency (DTRA) and/or military experience
Financial tool experience in: Defense Agencies Initiatives (DAI), Spend Plan Management and Reporting Tool (SMART), Electronic Document Access (EDA), Wide Area Work Flow (WAWF), and Joint Integrated CBRN Analytic Platform (JICAP)
Professional certifications (e.g. Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM)
