Command Holdings, through Quattro Consulting, is seeking an Equipment Specialist to provide logistics and technical expertise for the Combat Ammunition Systems Towed Artillery System contract. The role involves lifecycle sustainment planning, technical evaluations, and collaboration with program teams to ensure the successful acquisition and maintenance of complex equipment systems.

Responsibilities

The Equipment Specialist (ES) will provide subject matter expertise on developing life cycle sustainment planning and execution at the Tier II level for both the PM and Logistics IPTs
The ES will also provide advice and recommendations to Tier I Program Teams on commodity-related sustainment issues and constraints
The ES will actively support and contribute to the development of programmatic documentation to include (but not limited to): LCSP, Fielding Plan, Disposal Plan, Parts Management Plan, DMSMS Management Plan, Maintenance Plan, and other documents containing sustainment and supply chain-related planning information
The ES will lead the provisioning effort for all assigned programs and prepare or comment on provisioning, coordinated logistics, and sustainment portions of the Requests for Proposal (RFP) and Statement of Work (SOW) to support the acquisition of systems, items, and components
Performs technical evaluations of logistics, sustainment and related performance aspects and capabilities of contractor proposals in support of acquisitions
The ES will collaborate with the Systems Engineering Competency and actively participate in planning supportability testing, evaluating the results against the operational requirements and predetermined measurable metrics
Provides input into the Test Evaluation Strategy (TES) and Test and Evaluation Master Plan (TEMP) to validate the Product Support Package, emphasizing supply support products
Reviews Test Report(s) to determine their impact on supply support
The ES will provide technical review and acceptance recommendations on maintenance, sustainment, and engineering-related contractual deliverables
Performs technical review of Failure Modes, Effects and Criticality Analysis (FMECA), Level of Repair Analysis (LORA), Failure Reporting, Analysis and Corrective Action System (FRACAS), Predictive Analysis, Comparative Analysis, Reliability Availability and Maintainabilty (RAM) Analysis, and similar data to ensure sustainment and technical documentation is complete, accurate and supports programmatic objectives; and attends SETRs such as Preliminary Design Review (PDR) and Critical Design Review (CDR)
The Equipment Specialist will support the PdM Team in developing and analyzing Depot Source of Repair (DSOR) determination and Depot Maintenance Work Requirements (DMWR)
He/she will recommend, support, and attend the Enterprise Lifecycle Maintenance Planning (ELMP) for assigned equipment, including equipment rotation criteria, on behalf of the PdM/PM; and provides Depot level SOWs including Organic, Commercial, Depot Maintenance Inter-Service Support Agreements (DMISA), and Inspect and Repair Only As Necessary (IROAN). (i.e., Execute or advise requirements for depot-level maintenance to sustain current and future ground weapon system readiness by improving materiel reliability and operational availability)
The ES will perform all related activities associated with provisioning of equipment, conduct of Provisioning Guidance Conference, Provisioning Reviews, review/acceptance of provisioning documentation, deliverables, Defense Logistics Agency (DLA) screening, National Stock Number (NSN) attainment, etc., and ensures compatibility of data with Army/USMC Automated Information Systems (AIS). In addition, evaluate and assign Source Maintenance and Recoverability (SMR) codes and other management codes
The Equipment Specialist is responsible for submitting the Publication Control Number (PCN) and initiating all Pubs related to his/her assigned Table of Authorized Material Control Number (TAMCN). The ES will ensure the accuracy, completeness, and adequacy of Technical Publications, Technical Manuals, and related source data such as Maintenance Task Analyses, Maintenance Task Lists, operator tasks, tools, and test equipment, and maintenance allocations; supports contractor Validation and government Verification of Technical documentation and Physical Configuration Audits (PCA); reviews and provides recommended disposition on technical manual change request forms and performs Technical Manual/Technical Data changes as necessary; and reviews and monitors for request trends
The ES will perform technical analysis and recommended disposition to Product Quality Deficiency Reports (PQDR) and DLA 339s (Request for Engineering Support). To include pulling of reports from Production Data Reporting and Evaluation Program (PEDREP) to inform program decisions about trend analysis
The ES will directly coordinate with Fleet users with maintenance and sustainment support issues and provide technical assistance to Operating Forces on life cycle management functions. To include assisted with Reliability Availability and Maintainability (RMA) and following up with units
The Equipment Specialist will collect, analyze, interpret, and develop technical information on equipment supporting life cycle management improvements
Responsible for ensuring the cataloging data is correct to include submitting changes throughout the lifecycle (i.e., phase codes, DSOR codes, AAC, etc.)
Responsible for validating the submission of CAR TOECRs for end item National Stock Number (NSN) and Identification Number (IDN) assignment
Responsible for providing technical input regarding the characteristics data for each FSCT program Total Force Structure Management System (TFSMS) record
Responsible for providing technical/analytical input to develop a program’s sparing plan (qty and distribution plan)

Required

High school graduate or equivalent
Prior hands-on experience with artillery systems and/or experience as an equipment specialist on other weapon systems
10+ years' experience working as an Equipment Specialist directly supporting an artillery system
Must have excellent communication skills, both oral and written
Must have excellent organizational skills
Must be a U.S. Citizen
Ability to pass a federal background investigation including fingerprinting
Outstanding communication skills, influencing abilities, and client focus
Demonstrated proficiency in using all Microsoft Office applications
Professional proficiency in English is required
Ability to access federal facilities in compliance with Real ID
