City Assessor
The City of New York is seeking a City Assessor to conduct complex property analyses and assist in the assessment process for tax reductions. The role involves applying valuation techniques, reviewing property documents, and negotiating settlements with taxpayers.

Responsibilities
Conducts complex analyses of properties to derive conclusions of value, assisting in a process that will result in settlement or trial of petitions brought pursuant to Article 7 of the New York State Real Property Tax Law to reduce real estate taxes
Applies valuation techniques to derive conclusions of value for all types of properties
Reviews records and documents including leases, rent rolls and financial statements
Requests supplemental information and conducts interviews of property owners and their representatives
Utilizes computer valuation application and performs computations as part of analyses
Negotiates and participates in multiple settlement conferences on a weekly basis with taxpayers attorneys
May also interact with property managers, real estate brokers, and appraisers etc
Reviews and processes paperwork, keeps records according to Division policies and procedures
Qualification
Required
A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in real estate work involving the valuation of real property such as assessor, appraiser, valuation data manager, real property appraisal aide or the like
An associate degree or 60 semester credits from an accredited college or university and three years of satisfactory full-time experience in real estate work involving the valuation of real property
A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in real estate involving the valuation of real property
Education and/or experience equivalent to the above qualifications. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least two years of satisfactory full-time related experience
For Positions Requiring State Board Certification: A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in an occupation involving the valuation of real property
For Positions Requiring State Board Certification: Graduation from an accredited two-year college and three years of the experience described above
For Positions Requiring State Board Certification: A baccalaureate degree from an accredited college and two years of the experience described above
For Positions Requiring State Board Certification: Education and/or experience equivalent to the above qualifications. A written commitment from the county director that the county will provide training in assessment administration, approved by the State Board, within a six-month period may be substituted for six months of the required experience
All candidates must have at least a four-year high school diploma or its educational equivalent and at least 18 months of satisfactory full-time related experience
