Director of Human Resources and Labor Relations - Facilities Operations and Emergency Response

The City University of New York is seeking a Director of Human Resources and Labor Relations to support the Office of Facilities Maintenance, Operations and Emergency Response. This role provides strategic leadership for all HR and labor relations functions, ensuring compliance with policies and fostering an inclusive work environment.

Responsibilities

Lead the strategic direction of employee and labor relations, including policy development, grievance oversight, and union engagement
Supervise HR managers and staff, ensuring consistent service delivery and compliance with university-wide standards
Oversee high-level investigations, conflict resolution, and workplace dispute mediation
Serve as primary advisor to senior leadership on HR policies and collective bargaining agreements, coordinating with the Office of the General Counsel and CUNY Central Office of Labor Relations, as appropriate, to ensure compliance and consistency
Guide workforce planning, including recruitment strategy, classification and compensation, and organizational development
Oversee the design and development of training initiatives related to performance management, disciplinary procedures, and dispute resolution
Partner with senior leadership to drive strategic planning and continuous improvement across personnel, budget, technology, and operational processes
Evaluate internal processes and implement continuous improvements to enhance efficiency and compliance
Perform related duties as assigned

Required

Bachelor's degree and eight years' related experience required
Ten years of human resources experience including employee relations and labor relations
SHRM or HRCI certification
Proven experience leading and supporting centralization initiatives focused on streamlining workflows, enhancing operational efficiency, and optimizing organizational processes
Experience conducting investigations and/or mediations
Current knowledge of higher education laws and regulations, as well as public sector labor laws, NYC and NYS labor contracts, rules, regulations and policies, and federal and state employment and labor laws
Strong negotiation and conflict management skills
Exceptional writing, verbal, and interpersonal communication skills, including ability to prepare reports; strong consultation, presentation, and group facilitation skills with experience presenting to various audiences
Exceptional analytical, evaluative, research and critical thinking skills to arrive at valid conclusions, make recommendations, and action plans
Strong work ethic, character, and personal integrity with the ability to work with the utmost professionalism, discretion and confidentiality, as well as establishing and maintaining productive working relationships
Proactive, flexible and collaborative work style with strong listening, group facilitation, presentation and cross-cultural interpersonal skills for effective communications and productive relationships with diverse staff and external stakeholders
Demonstrated leadership and managerial skills with the ability to use sound judgment to make decisions and resolve problems diplomatically
