DEPUTY STATE EXECUTIVE DIRECTOR
The Farm Service Agency is seeking a Deputy State Executive Director (DSED) for its Massachusetts State Office in Amherst. The DSED will assist the State Executive Director in managing state programs and supervising federal positions, ensuring compliance with agency policies and procedures.

Responsibilities
Provides leadership and guidance to staff in administering, monitoring and evaluating FSA programs to ensure compliance with the Agency’s program policies and procedures
Provides leadership and coordination to county offices in developing and implementing operating and management plans and systems to enhance and achieve the purposes and objectives of FSA programs
Participates fully with the SED in the development, formulation, coordination, and implementation of overall FSA operating and management programs, policies and plans within the State
Provides direction for the overall administrative and management activities for the State and its county offices in cooperation and participation with the FPAC Business Center and the Deputy Administrator for Field Operations
Qualification
Required
You must be a US Citizen or US National
Males born after 12/31/1959 must be Selective Service registered or exempt
Subject to satisfactory adjudication of background investigation and/or fingerprint check
Successful completion of one-year probationary period, unless previously served
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution
Successfully pass the E-Verify employment verification check
Subject to one year supervisory probationary period unless prior service is creditable
New FSA supervisors must successfully complete all components of the required training program before the end of their probationary period
Required to submit Confidential Financial Disclosure Report Form OGE-450 within 30 days of your initial appointment date, and annually thereafter
Specialized Experience Requirement: For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service
Specialized experience is defined as: Evaluating administrative practices in State and County Offices and develops recommendations for improvements
Specialized experience is defined as: Developing State Office criteria for measuring the quality of administrative/program management in County Offices
Specialized experience is defined as: Developing and/or maintaining budgetary control of funds
Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled
