Senior Legislative Analyst

The Student Senate for California Community Colleges is seeking a Senior Legislative Analyst to support their legislative and advocacy efforts. This role involves advanced bill analysis, coordinated advocacy planning, and providing high-level support to the Vice President of Legislative Affairs and the Legislative Affairs Committee.

Responsibilities

Conduct high-level policy research and prepare detailed bill analyses, amendments summaries, and position recommendations
Track legislative and budget developments affecting community college students and provide timely updates to the Manager, VPLA, and LAC
Draft position letters, talking points, policy briefs, and hearing preparation materials
Provide subject-matter expertise to student leaders and staff on legislative issues
Support the VPLA and LAC by preparing agendas, briefing packets, analyses, and meeting notes
Assist in planning committee work cycles and developing annual legislative priorities
Facilitate training sessions for LAC members, regional officers, and student government leaders
Mentor student leaders in bill analysis, advocacy skills, and policy interpretation
Lead significant components of major advocacy events
Create advocacy packets, training materials, legislative visit schedules, and briefings
Serve as the point of contact for legislative staff on event coordination
In collaboration with the Legislative Affairs Manager, Communications Team, and Outreach & Development Team: Develop student-friendly policy guides, toolkits, videos, and presentations explaining legislative processes
Produce content for advocacy workshops and leadership development events, including Advocacy Academy
Draft modules and written resources for statewide training initiatives and conferences
Maintain professional relationships with legislative offices, higher education partners, and coalition organizations
Represent SSCCC at selected meetings, hearings, and working groups as assigned
Provide support for statewide advocacy campaigns in partnership with communications and outreach staff
Maintain historical legislative files, position records, and database updates
Track deadlines for letters, hearings, budget actions, and advocacy deliverables
Assist the Manager with reporting to the Executive Director, committees, and the Board

Required

Bachelor's degree required; degree in public policy, political science, public administration, or related field preferred
3-5 years of experience in legislative affairs, advocacy, public policy, or higher education policy
Strong understanding of California legislative and budget processes
Advanced policy analysis and writing skills; ability to translate technical policy into student-friendly language
Strong presentation and facilitation skills, particularly for student audiences
Excellent organizational skills and ability to manage multiple deadlines in a fast-paced environment
Strong interpersonal skills and ability to build relationships with student leaders and external stakeholders
Proficiency in MS Office, Google Workspace, and legislative tracking systems

Preferred

Experience working with student leaders or volunteer governance groups strongly preferred
Experience leading components of legislative advocacy events or campaigns is desirable
