Responsibilities

Build and implement a global contractor program across the US, EU, Philippines, and additional regions
Design end-to-end workflows (procurement, onboarding, access, renewals, offboarding, compliance)
Own contractor classification and ongoing compliance monitoring (e.g., IRS Common Law, IR35)
Partner closely with Finance, Legal and IT to streamline systems, approvals, and payment processes
Maintain a contractor system of record and catalogue of approved agencies
Create manager training, policy documentation, and regular audits to reduce misclassification risk
Act as the senior escalation point for US payroll and compliance matters, including taxation questions, adjustments, garnishments, and audits
While you will not perform tax calculations or own statutory tax compliance, you are expected to recognize when earnings, payments, or benefits may have tax implications and partner with ADP, Finance/Accounting and external partners to ensure they are handled correctly
Provide governance and controls over US and Mexico payroll processed by internal specialists and external vendors
Lead quarterly and year-end payroll reviews with Finance and ADP, including W-2 oversight and support for payroll-related audit requests
Ensure proper recording and payroll treatment of equity-related activity (RSU grants, vesting events, and ESPP purchases) and confirm accuracy in pay and year-end tax forms
Ensure alignment between payroll, HRIS, benefits, and timekeeping to maintain accurate deductions and eligibility
Manage PEO relationships and ensure accurate onboarding, separations, compensation and benefits processing
Ensure compliance and audit readiness of employee files (I-9s, offer letters, payroll forms, tax elections, benefit enrollments, contractor documentation)
Partner with IT, Finance, Legal and Systems teams to evaluate opportunities to streamline access management, onboarding/offboarding workflows, and system integrations
Own relevant HR policies and ensure they are compliant, updated, and clearly documented
Create and maintain HR Ops documentation including SOPs, process maps, manager toolkits, and employee guidance
Identify operational risks and implement process improvements across payroll and contractor workflows

Required

8+ years of HR operations, payroll, or HR compliance experience - including multi-state US payroll and hands-on experience building or managing contractor/contingent workforce programs (classification, onboarding/offboarding, vendor/agency management). Global exposure a strong plus
Experience overseeing payroll vendors and/or PEOs, including controls, governance, and audit support
Strong working knowledge of US payroll practices and regulations, with comfort escalating technical tax questions to Finance/ADP
Familiarity with equity compensation in payroll (RSUs, ESPP, year-end reporting)
Strong HRIS/payroll systems experience and ability to improve end-to-end processes across payroll, timekeeping, and benefits
Proven ability to work cross-functionally with Finance, Accounting, Legal, and IT, and to communicate complex topics clearly to managers
Experience managing or informally leading an HR Operations and/or payroll-focused team
