Human Resources Consultant

The University of North Carolina at Chapel Hill is a global leader in education and public service, seeking a Human Resources Consultant. This role involves administering human resources functions, providing consultation to school leadership, and managing talent acquisition processes within the School of Civic Life and Leadership.

Responsibilities

Completing all tasks related to all EHRA and EHRA Non-Faculty permanent and temporary hires, funding swaps, Annual Raise Process (ARP), reappointments, end of appointments, all paid and unpaid leave of absences, benefits, recruitments, managing the appointment promotion and tenure (APT) and post-tenure review processes for faculty positions
Overseeing SHRA permanent and temporary positions, TA/RA/GA graduate student hires, temporary/intermittent temporary/student assistant hires, career banding, time management system (TIM), leave, and benefits
Partnering with the leadership team to understand and execute the department’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning
Providing support and guidance when complex, specialized, and sensitive questions and issues arise related to personnel performance, disciplinary or other employee relation matters
Managing the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified applicants and collaborates with leaders and faculty to understand skills and competencies required for openings
Communicating regularly with an array of positions within the department to coordinate payroll efforts for Faculty, Staff and Postdoc positions to secure funding, timelines and paperwork needed to recruit, hire and separate employees
Regularly assessing the department’s human resources unit and seeking changes with support and buy-in for the improvement of the department’s HR related goals, objectives and systems
Maintaining compliance with federal, state, and local employment laws and regulations and maintaining knowledge of trends, recommending best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
Regularly using tools such as ConnectCarolina, PeopleAdmin, LawLogix I-9 system and InfoPorte to implement actions, answer inquiries and proactively address potential HR payroll issues

Required

Bachelor's degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions
Excellent oral and written communication skills
Sound business judgment, tact and diplomacy
Ability to interact with personnel at all levels of the School/Division and University
Self-motivated and ability to act independently
Discretion with personnel information and data protection
Resourceful and demonstrate strong knowledge and understanding of governing policies for each employee category
Comfortable receiving multiple requests with competing deadlines and able to prioritize for completion with a prominent level of independence and accountability
Strong commitment to teamwork, information sharing and collaboration
Passion for, and commitment to, providing exceptional customer service
Strong attention to detail; the ability to assess and meet the needs of customers
Strong problem solving and analytical skills
Ability to explain to others detailed and technical information, guidelines, rules, and regulations
Working knowledge of MS Office, specifically word and excel
Ability to act with a sense of urgency, have quick turnaround and response times, and take ownership of the HR professional role
Initiative for learning and recognize needed changes for improvement

Preferred

Demonstrated human resources experience
HR professional certifications (PHR/SPHR, SHRM-CP/SCP, etc.) preferred
Knowledge of PeopleSoft and Infoporte
Thorough knowledge of UNC Policies and Procedures for both SHRA and EHRA positions
Experience in the higher education setting
Experience handling the management and submission of visas (H1B, J1, etc.)
