Engineering Project Manager
The Applied Research Laboratory at Penn State University is seeking a highly motivated Engineering Project Manager to join their All-Domain Analytics and Signatures Office. The role involves leading complex executive projects, managing project schedules, resources, and deliverables, while ensuring quality assurance and effective communication across various stakeholders.

Responsibilities
Conduct project management activities such as collaborate with management, principal investigators, resource managers, project engineers, and researchers in order to track project cost and schedule milestones, maintain quality assurance processes, and keep the focus on delivering project commitments
Facilitate communications and lead the creation of task/project budgets, work breakdowns, rough order estimates, task prioritization, and integration plans to include communication between sponsors, investigators, resource managers, project engineers, and technical tradesmen; manage and track project schedule, resources, deliverables, and milestones; and monitor technical project execution to ensure timely and quality deliverables
Develop new or refined project specific processes and procedures
Manage all status collection, reports, and other associated project and/or program documentation
Oversee the coordination of purchasing and inventory management for A2SO projects, including tracking and monitoring equipment, software, and licenses
Serve as a trusted point of contact and representative of A2SO for complex projects, managing executive communications and requests with discretion and professionalism
Develop and maintain working relationships with relevant ARL offices; coordinate across ARL’s technical and enterprise offices, maintaining alignment with laboratory-wide procedures and best practices
Qualification
Required
Demonstrated success in project management including tracking project cost, scheduling milestones, quality assurance processes, and the delivery of project commitments
Extracting, aggregating, and analyzing reports from business software applications
Proficiency in Microsoft Office (PowerPoint, Word, Outlook, and Excel)
Effective at presenting in front of groups of professionals, conveying information to drive to action or decision
Demonstrated ability to work through complex issues in a demanding and fast-paced environment, using proper steps to prioritize, define, and formulate ideas to reach a solution
Success in environments where various forms of communication and organizational skills were crucial to be effective
A strategic and operational mindset, with demonstrated ability to manage complex organizational dynamics, navigate conflict, and lead through challenges
Current eligibility for access to classified information at the Secret level or higher and may be subject to government background investigation to upgrade clearance eligibility
Bachelor's Degree 1+ years of relevant experience; or an equivalent combination of education and experience accepted
Preferred
Microsoft Project
Government, defense, or research environment experience
Past success working complex projects at the executive-level
Active security clearance, at the TS/SCI level
