Responsibilities
Plans, directs, and controls the allocation and utilization of all authorized resources for execution of mission within Branch
Provides guidance in the development of policies and procedures based on interpretation of program guidance received from the Director and Organizational Leadership
Participates in overall financial, program, and operational guidance in all aspects of financial system matters
Provides executive staff level advisory services to all levels within the organization on specific and organization-wide issues that impact programs
Provides authoritative interpretation and instruction on laws, regulations, policies and procedures, and develops guidance on appropriate course of action
Provides leadership and guidance in all aspects of financial system matters
Directs the execution of administrative and personnel management responsibilities related to the accomplishment of the mission assigned
Plans initial organizational structure and staffing needs
Qualification
Required
You must be a US Citizen or US National
Males born after 12/31/1959 must be Selective Service registered or exempt
Subject to satisfactory adjudication of background investigation and/or fingerprint check
Successful completion of one-year probationary period, unless previously served
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution
Successfully pass the E-Verify employment verification check
Subject to one year supervisory probationary period unless prior service is creditable
Required to submit Confidential Financial Disclosure Report Form OGE-450 within 30 days of your initial appointment date, and annually thereafter
Basic Requirement: GS-0510: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting
OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge
Specialized Experience Requirement: For the GS-15 grade level: You must have one year of specialized experience equivalent to the GS-14 grade level in federal service or comparable experience not gained through federal service
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations
Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled
