Environmental Engineer

Responsibilities
Comply with all industry safety rules, procedures and applicable government regulations
Support a positive safety culture and ensure compliance for multiple locations in our aggregate plants, working with operation managers and senior management to facilitate our journey to environmental excellence
Responsible for the environmental permitting and regulatory compliance of multiple quarry and sand and gravel sites in Louisiana, Mississippi, Alabama and Florida
Prepares permits and collects permit data associated with mining which include but are not limited to: Surface Mine Permits, Air Permits, Mining Permits, Environmental Resource Permits, Industrial Wastewater Permits (NPDES) and Stormwater Permits
Collects data and maintains required records on air emission inventories, discharge monitoring reports (DMR) and waste management
Must have applicable knowledge of and experience with the state and federal laws and rules that regulate mining in Louisiana, Mississippi, Alabama and Florida or similar states
Provides accurate and timely technical guidance to management as to conducting compliant mining operations and regulatory policy
Conducts environmental inspections, audits and training
Supervises and reviews the work of a wide range of technical consultants
Perform other duties or responsibilities as assigned
Under general direction, supervises, assigns, reviews, and participates in the work of staff responsible for environmental compliance and special projects for air and wastewater quality, biosolids, facility and construction storm water management, greenhouse gas emissions, underground storage tanks, and environmental audits; ensures work quality and adherence to established policies and procedures; and provides highly responsible and complex administrative support to the manager
Establish schedules and methods for providing environmental compliance and regulatory services; identify resource needs; review needs with appropriate management staff; and allocate resources accordingly
Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; and make recommendations for changes and improvements to existing standards and procedures
Recommend and assist in the implementation, tracking and reporting of goals and objectives; implement approved policies and procedures; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; and implement discipline procedures
Will perform the more technical and complex tasks of the work unit including administration of permits, monitoring, data analysis and review, record keeping and reporting, compliance assessment; performing and overseeing data analysis activities; identifying trends and relationships; and interpreting results and findings pertinent to prevailing regional environmental conditions
Other duties will include providing technical direction and leadership to staff involved in the design and performance of technical monitoring, compliance, and research projects; ensuring that projects are well defined for implementation and demonstrate applicability to the District; preparing analytical and statistical reports on operations and activities; attending and participating in professional group meetings; and staying abreast of new trends and innovations in the field of environmental compliance and regulatory efforts
Qualification
Required
Bachelor of Science (BS) degree from a college or University accredited by the U.S. Department of Education, with major coursework in a science or engineering
Four (4) years of responsible work experience in environmental permitting and compliance. This includes a level of knowledge and experience with: Air Permits, Industrial Wastewater and Stormwater (NPDES), Spill Prevention Control & Counter Measure (SPCC) plans, Stormwater Pollution Prevention Plans (SWPPP) and 404/402 Certification
Experience with wetlands as defined by United States Army Corps of Engineers to include delineation and compliance with permitting for dredge and fill
The candidate must be organized and possess the ability to manage multiple sites in Louisiana, Mississippi, Alabama and Florida. This position requires travel as needed
Position requires initiative, a positive approach and the ability to work in a dynamic, diverse team environment
Preferred
Additional technical skills such as: AutoCAD, ArcGIS and Land Surveying (while not required) would be beneficial
