Senior Administrative Analyst - Public Works, Bureau of Environmental Services

Responsibilities
Manage a variety of administrative functions: Personnel, Purchasing, Accounting/Budget, Correspondence, Training, etc
Develop operating budget consistent with Bureau's objectives and plans. Administer approved budget, monitor and analyze expenditures and trends
Assist in development of Capital Budget
Conduct research and analytical studies, prepare a variety of reports, charts, graphs, tables that include cost analysis, comparative financial data, and informational data to support findings
Coordinate the collection and preparation of operational reports on budget, expenditures, time, attendance, etc
Provide guidance to the Bureau on County’s and Department’s Policies and Procedures
Analyze, develop, and update administrative, functional or operational methods for consistency with County, Departmental, and Bureau policy
Manage and oversee Human Resource functions for the Bureau to include but not limited to, recruitment, hiring, personnel actions, workman’s compensation, FMLA, and payroll
Manage and oversee all fiscal functions for the Bureau to include but not limited to, procurement, accounts payable, contracts, and agreements
Oversee Administrative Staff to provide customer service to the citizens of Howard County
Review and prepare official correspondence
Assesses existing work processes, prepares recommendations for implementation of new or improved methods, procedures, or organizational changes
Use database, spreadsheet, and word processing software to facilitate duties & responsibilities
This position is considered emergency essential
Qualification
Required
Bachelor's Degree and four (4) years related experience or equivalent combination of education and experience
Supervisory/managerial experience comprised of interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
Experience developing an operating budget to include coordinating the collection and preparation of operational reports on budget, and expenditures
Valid Class C Maryland Driver's license or equivalent issued by state of residence
Preferred
Working knowledge of and experience with a variety of computer applications - spreadsheet, database, word processing
Knowledge of public/business administration principles & practices
