QUALITY ASSURANCE SPECIALIST (AMMUNITION)

Responsibilities

Establishes and executes a planned systematic approach of quality assurance for all areas of ammunition surveillance. Performs surveillance of contractor performance through use of Technical, Program Management, inspection and oversight of requirements throughout the life of the contract
Provides technical advice, assistance and surveillance inspection service to installation and unit commanders and their staff
Performs analysis and investigations to detect adverse quality trends or conditions and initiate corrective actions. Evaluates contractor services in the munition's scheduler/controller section, operations element, munitions control, Plans, Scheduling, and Documentation (PS&D) for compliance with the PWS
Serves as the Office of Primary Responsibility (OPR) for group, wing and base ammunition policy, advising supervisors and employees on both general policy and specific matters
Evaluates Additional contractor services performed across Maintenance Operations (MO), Equipment Maintenance Squadron (EMS) and Component Maintenance Squadron (CMS) including in Maintenance Operations Center (MOC), Maintenance Training Section (MTS), Weapons Standardization (WS), Quality Assurance (QA), Precision Measurement Equipment Laboratory (PMEL), Jet Engine Intermediate Maintenance (JEIM) Support Section, Aerospace Ground Equipment (AGE), Armament and Structural Maintenance

Position requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position
Employee must be able to maintain a secret security clearance
Condition of employment: subject to pre-employment and random drug testing
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, (or higher) grade level or equivalent pay systems that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas
Knowledge of quality assurance methods, regulations, principles, and procedures in order to conduct inspections, audits, evaluations, and assessments, and projects that support the development, acquisition, production, use, and sustainment of ammunition programs
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of programs to include contracted product development and services
Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations; including knowledge of the DoD acquisition process
Knowledge of munitions control processes such as packing, cleaning, preservation, containers, environmental controls, marking and labeling
Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships

Preferred

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%
