State Program Manager Bureau of Special Investigations #251210-4799MP-001
The State of Connecticut is hiring a State Program Manager for the Bureau of Special Investigations (BSI) within the Department of Emergency Services and Public Protection. The role involves managing various grants and partnerships, developing training support, and ensuring compliance with budget and performance management processes.
Government Administration
Responsibilities
Maintains High Intensity Drug Trafficking Areas (HIDTA) Performance Management Process (PMP) requirements
Develops annual program budget submission and maintain the administrative requirements to ensure DESPP-CSP follows program requirements. Ensures budget program compliance for annual federal cap and individual cap restrictions is maintained
Develops and provides essential training support to State of Connecticut organizations: DCF, DOC,DMHAS, CT State Police Academy, POST, local LE Agencies, Connecticut Universities/colleges, local school organizations, and local community organizations. This training and support improves public health and safety and supplements. The Connecticut Drug Threats and Drug Identification, Drug Endangered Children’s Program, and CRISIS. Provides training management support for all taskforce personnel
Completes quarterly prescription drug seizure / narcotic seizure surveys
Maintains SNTF statistical records, publishes the SNTF annual report, provides data for the quarterly AA Report
Completes grant writing applications and maintains all program documentation for federal audits relative to SNTF grants
Prepares and submits statistical reports for the Task Force
Qualification
Required
Nine (9) years of professional experience
One (1) year of the General Experience must have been in the specific area of assignment
Considerable knowledge of and ability to apply management principles and practices
Considerable knowledge of relevant state and federal laws, statutes and regulations
Considerable knowledge of project management
Considerable knowledge of principles and practices of business and public administration with emphasis on effective organization, administration and management
Considerable interpersonal skills
Considerable oral and written communication skills
Considerable ability to analyze organizational problems and determine effective solutions
Proficient communication skills
Proficiency in all Microsoft Office software
Ability to perform a wide variety of tasks
Ability to speak publicly
Ability to work with minimal supervision
Preferred
Experience working with a law enforcement agency
Experience working with Microsoft Office programs including Word, Excel, Power Point and Outlook
Experience communicating with internal and external stakeholders over the phone, through email, and in person
Experience in training management, planning, developing, and coordinating
Experience in grant writing, community planning, data analysis, outcome tracking, and program development
