Responsibilities

Manages the operations, sustainment and maintenance of a full spectrum of Enterprise IT services for the organization
Applies advanced IT principles, concepts, methods, standards, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures
Develops and interprets policies, procedures, and strategies governing the planning and delivery of IT services throughout the organization
Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues
Applies regulations, laws, and policies governing IT to the organization's business requirements
Develops performance management plans and performance measurement methods and tools
Applies methods for identifying and resolving IT workforce issues
Develops goals and objectives to support the organization's Information Technology Strategic Plan
Prepares the budget submission in support of the IT Capital Plan
Manages the Operations support budget
Leads development of an enterprise IT modernization plan
Using knowledge of the interrelationships of multiple IT disciplines, advises senior management and other senior IT professionals on solutions to a wide range of IT issues
Serves as a senior expert or consultant to top agency management officials
Responsible for developing and implementing information security and information assurance policies, principles, and practices
Supervises subordinate managers and assigned workforce

Meet qualification/eligibility/background requirements for this position to include a T3 (Secret) background investigation
Satisfactory completion of employment verification (E-Verify) check
One-year probationary period is required for a supervisory position
A valid passport may be required for overseas travel
Ability to lift a minimum of 40 pounds
Per DoD Manual 8570.01-M, 12/19/05, the incumbent of this position must have or obtain a certification that meets the Information Technology Manager (IAM) Level I or II requirement within six months of assignment of these duties
Waiver of the Information Assurance Certification six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive IA certification may result in removal from this position
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually
Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position
Progressive experience in IT fields which provided the ability to manage IT operations across a large organization or enterprise in the areas of planning, acquisition, development, information assurance and security, and lifecycle management
Knowledge of business and management principles involved in strategic planning, resource allocation, cost/benefit analysis, leadership technique, and coordination of people and resources
Supervisory experience to include hiring, performance management, employee discipline, and dispute resolution
Attention to detail - Experience developing and executing short and long-range IT plans based upon the organization's mission and goals
Customer service - Demonstrated experience providing assistance to both internal and external sources in the areas of technical support, user needs, and system requirements. Experience assessing customers' needs, meeting quality standards, and evaluating customer satisfaction
Oral communication - Experience conducting formal presentations and/or briefings to audiences at varying levels of hierarchy and technical expertise
Demonstrated problem-solving skills - Experience evaluating IT operations to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems

Preferred

Graduate degree in technical discipline with applied experience in managing/Information Systems/Networking/Cyber Security
Networking background and a strong understanding of Army Network environment which encompasses both CONUS and OCONUS
Knowledgeable in Cloud Computing migration and operations
Understanding of Risk Management Framework (RMF) and Federal Information Security Modernization Act (FISMA) compliance
A demonstrated knowledge in the application of security guides such as Security Technical Implementation Guides (STIGs) and automated benchmark tools such as Security Content Automation Protocol (SCAP) or equivalent
Knowledge and understanding with scanning tools (i.e. Assures Compliance Assessment Solution (ACAS) and associated Security Suite (Nessus))
Knowledge and understanding on the use of DISA Enterprise Mission Assurance Support Service (eMASS) workflow tool and knowledge on financial management practices and budget analysis
Knowledge of and ability to apply governance disciplines to MWR business operations
Deep technical understanding across operational disciplines, including virtualization, networking, storage, automation, cloud and databases
Knowledge of Army Portfolio Management System (APMS)
