Aviation Project Manager – ORAT Focus

Responsibilities

Lead and Manage Projects Oversee aviation infrastructure projects from inception to completion, including airfield improvements, land/site development, and ORAT activities
Client & Stakeholder Engagement Interface directly with clients, subconsultants, and regulatory agencies; maintain strong client relationships and communicate project progress
Grant Writing & Funding Assist aviation clients in writing grants to fund projects under FAA AIP and other programs
Team Leadership Staff and manage interdisciplinary teams; mentor junior staff and coordinate with engineers, architects, and contractors
Project Delivery Develop scopes, schedules, and budgets; manage delivery to meet client expectations and Jacobs’ financial goals
Risk Management Recognize, communicate, and mitigate risks throughout project lifecycle
Business Development Lead or assist with competitive bid proposals, presentations, and market assessments; build client business opportunities
Quality & Continuous Improvement Oversee quality control processes and implement best practices

Required

Bachelor's degree in Civil Engineering, Planning, Aviation Management, or related field
8–10+ years in aviation project management, planning, grant writing, and permitting
Proven project management expertise, including managing interdisciplinary teams and subconsultants
Strong writing abilities and communication skills
Proficiency in project management tools and software (Bluebeam preferred)
Ability to interpret engineering design drawings and specifications
Ability to travel as needed for project assignments and pursuits

Preferred

PMP preferred; Professional Engineer (P.E.) license a plus
Experience with FAA AIP program requirements and ORAT processes
Familiarity with environmental compliance tracking during construction
Airfield civil engineering design experience and multi-discipline infrastructure projects
Established client relationships in the Northwest region
