LEAD EMERGENCY MANAGEMENT SPECIALIST
The U.S. Northern Command (USNORTHCOM) is seeking a Lead Emergency Management Specialist to serve as the Lead Personnel Recovery and Search and Rescue Operations Specialist. The role involves leading coordination and planning for Catastrophic Incident Search and Rescue events and advising the Combatant Command on personnel recovery operations.

Responsibilities
Serves as the Lead Personnel Recovery (PR) Program Analyst and advisor for the Combatant Command (CCMD)
Serves as the designated civil SAR expert to the Combatant Commander (CCDR)
Serves as a Team Lead
Leads the coordination and planning of Catastrophic Incident Search and Rescue (CISAR) events within the USNORTHCOM AOR
Represents USNORTHCOM with a variety of PR/SAR/CISAR coordinating agencies

This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment
If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement
This posn is subject to provisions of the DoD Priority Placement Program
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program
Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
Shift work and emergency overtime may be required
Employee must maintain current certifications

This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7
IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency
Work may require short notice travel away from the normal duty station to locations within and outside of the continental United States on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY) or deployments (under 30 days) to non-combat locations
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level
Knowledge of the various Personnel Recovery (PR), Search and Rescue (SAR), and Emergency Support Function (ESF) #9, Catastrophic Incident Search and Rescue (CISAR) policy, doctrine, guidelines, and Combatant Command systems and procedures
Knowledge of the roles, responsibilities, authorities, systems, and capabilities of the various agencies performing PR/SAR/CISAR coordinating functions, to include organizations such as DOS, DOJ, DHS, etc
Knowledge of traditional and non-traditional methods of leveraging all military, diplomatic and civilian efforts and capabilities into planning and executing Combatant Command PR
Knowledge of SAR procedures, including coordination at the national, state, and local levels in direct support of the National SAR Plan (NSP), contingency operations, and other vital national objectives
Ability to respond (in a high stress environment) to intense domestic and international event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to the highest levels of military and civilian authority in the Government
Ability to communicate effectively both orally and in writing; problem solve complex issues; and maintain good working relationships
Skill in gathering, assembling, and analyzing facts, drawing conclusions from broad executive level guidelines and National policies and packaging the entire process in briefings, papers, or reports to be used at the Combatant Command/Federal Department/State Executive level to enable executive and National decisions
Skill and ability to lead, coach, and mentor a team to meeting established milestones and deadlines for completion of assignments, projects, and tasks
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program
