Assistant Chief of Fire Operations
North County Regional Fire Authority (NCRFA) is seeking an experienced fire service executive for the position of Assistant Chief of Fire Operations. This role involves providing strategic, administrative, and operational leadership for fire suppression and emergency response activities, ensuring operational readiness, and supervising key personnel within the organization.

Responsibilities
Provide executive leadership for fire suppression and emergency operations
Supervise and mentor Battalion Chiefs and assigned staff
Establish and enforce operational directives, response standards, and procedures
Ensure operational readiness, safety, and staffing effectiveness
Lead personnel development, performance management, and accountability
Participate in hiring, discipline, grievance processes, and labor-management collaboration
Prepare and manage the Operations Division budget
Analyze operational data and report performance metrics and KPIs
Serve as Incident Commander at major incidents when required
Act as Public Information Officer for designated incidents or events
Collaborate with internal divisions and external agencies
Respond to emergency or administrative matters outside regular business hours
Qualification
Required
10 years of progressively responsible career fire service experience
5 years in a promoted career leadership role, including at least 1 year at Battalion Chief level or higher
Thorough understanding of the Blue Card Incident Command System
Progressive leadership experience (Company Officer, Battalion Chief, or higher)
A deep understanding of fire and EMS operations
Experience overseeing multiple stations and diverse staffing models
Proven incident command capability
Familiarity with budgeting, intergovernmental coordination, and regional partnerships
Experience with Blue Card Incident Command System and collective bargaining environments
Preferred
Bachelor's degree in Fire Science, Paramedicine, Public Administration, Business, Leadership, or related field
Completion of the Executive Fire Officer Program (EFOP)
