Responsibilities
Provides expert leadership in managing the division’s fiscal operations, budget preparation, fund management, and revenue collection activities
Supervises unit managers and administrative staff, ensuring compliance with state and departmental policies, and supports the financial integrity and operational efficiency of GDSP programs
Collaborates with various internal and external partners to facilitate accurate fiscal analysis, timely billing and collections, and effective resource allocation in support of public health objectives
Qualification
Required
Demonstrated leadership and management skills that specifically include a strong emphasis on setting strategic goals, aligning team objectives, and managing resources effectively to meet organizational priorities
Proven ability to make sound, data-informed decisions under pressure, particularly in complex fiscal and operational environments
Ability to foster a culture of accountability, transparency, and continuous improvement, while achieving measurable and timely results
Skilled in using tact, diplomacy, and sound judgment when navigating sensitive personnel, fiscal, or policy matters
Excellent communication skills—both oral and written—with the ability to convey complex fiscal and administrative information clearly to diverse audiences, including executive leadership and external stakeholders
Demonstrated ability to remain flexible and effective while managing competing priorities, tight deadlines, and a high-volume workload
Commitment to staff development through mentoring, coaching, and providing access to training and growth opportunities
In-depth knowledge of the State Budget Process, fiscal analysis, and revenue tracking methodologies
Familiarity with fiscal operations, including budget preparation, expenditure monitoring, and revenue reconciliation
Demonstrated ability to collaborate across multiple areas to achieve shared fiscal and programmatic goals
