Senior IT Applications Developer - COBOL

The Nebraska Department of Health and Human Services is seeking experienced IT Applications Developer/Seniors with strong COBOL and mainframe expertise to help maintain and enhance the N-FOCUS application. In this role, you’ll design, develop, and deploy reliable, high-performance solutions, troubleshoot complex issues, and ensure system stability for programs that serve thousands of Nebraskans every day.

Responsibilities

Design, develop, and deploy solutions to support DHHS N-FOCUS applications
Maintain the performance, scalability, and security of all DHHS applications
Troubleshoot and resolve complex production issues under tight timeframes, occasionally support after-hours production incidents
Conduct testing to ensure high-quality deliverables
Collaborate with cross-functional teams to refine business requirements into technical solutions
Document technical solutions, application architecture, and development processes
Lead small-to-medium projects or components of larger projects, providing clear project plans, timelines, and status reports
Provide technical guidance and mentorship to junior developers and peers
Must have strong technical, organization and planning, problem-solving, and decision-making skills
Must be able to communicate effectively across multiple platforms and handle issues in a professional manner
Responsible for working with business analysts to analyze and design enhancements and modifications for DHHS solutions

Required

A bachelor's degree or equivalent in computer science, information systems, mathematics, engineering or other related field
Two years of experience, education, or training in coding computer applications
Programming experience can be substituted for education on a year for year basis
Strong COBOL and mainframe expertise
Ability to design, develop, and deploy reliable, high-performance solutions
Ability to troubleshoot complex issues and ensure system stability
Strong technical, organization and planning, problem-solving, and decision-making skills
Ability to communicate effectively across multiple platforms and handle issues in a professional manner

Preferred

At least 5 or more years of experience with COBOL, DB2, SQL in an IBM z/OS mainframe environment
At least 2 years' experience as an applications developer working on a Department of Health and Human Services eligibility and claims processing systems application (e.g., Medicaid, Medicare, or Health Insurance is highly desirable)
Experience working as part of a large (40+) software development team using structured procedures and guidelines
Experience with JIRA, Service Portal Ticket system, and Workfront
