Design-Build Pre-Procurement / Procurement Engineer (Transportation Engineer II/III/IV) - Alternative Delivery Division
The Texas Department of Transportation is seeking a Design-Build Pre-Procurement / Procurement Engineer to join their Alternative Delivery Division. This role involves performing advanced and complex transportation engineering work, ensuring compliance with applicable laws and guidelines, and engaging with various governmental and private entities.
Government Administration
Responsibilities
Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and/or traffic safety projects
Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation
Analyzes and assists in the resolution of contract problems and disputes
Coordinates and/or monitors assigned projects/programs/plans
Develops and/or reviews engineering related documents, correspondence, reports and remediation plans
Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support
Interprets maintenance standards, rules, methods, procedures, practices and policies
Leads/Trains professional and administrative staff
Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements
Performs other job responsibilities as assigned
Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives
Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development
Assists in the publishing of technical training and guidance to project personnel on scheduling and resources of projects in an enterprise management system
Develops training courses and/or materials
Makes presentations and represents TxDOT
Advises on routine through complex contract questions in daily support of District / Division contract users
Assists in the development, publishing and delivery of technical training and guidance to project personnel on scheduling and resourcing of projects
Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals
Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance
Serves as a project manager overseeing consultants performing advanced and complex engineering work
Develops and/or reviews engineering related documents, correspondence, reports and remediation plans
Performs data collection, analyses, forecasts and plan development
Qualification
Required
Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS
5 YEARS (Transportation Engineer II) / 6 YEARS (Transportation Engineer III) / 7 YEARS (Transportation Engineer IV) engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis
Valid driver's license. This position requires driving a state vehicle
Licensed Prof Engineer
Safety Impact Certificate
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment
Considerable knowledge of applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems
Considerable knowledge of highway construction design applications
Considerable knowledge of construction engineering policies and procedures
Considerable knowledge of construction phasing and sequencing
Considerable knowledge of program/project planning, development, and management methodologies
Considerable knowledge of risk analysis procedures and methods
Considerable knowledge of contract development and oversight
Considerable knowledge of applicable laws, rules, and regulations
Proficient skill in negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner

Proficient skill in planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
