Director, Labor and Employee Relations - Correctional Health Services
Physician Affiliate Group of New York, P.C. (PAGNY) is a multispecialty medical practice group that supports municipal hospitals and clinics in New York City. The Director of Labor and Employee Relations will oversee labor relations activities, ensure compliance with collective bargaining agreements, and manage employee relations to foster a collaborative work environment.

Responsibilities
Responsible for the provision of administrative and employment services that are provided through an Affiliation Agreement with NYC Health + Hospitals ("Affiliation Agreement")
Serves as the initial point of contact for PAGNY and the assigned locations’ leadership on Affiliation Agreement administration and management issues
Works with PAGNY’s Finance, Legal, Clinical Affairs, and HR departments to ensure system-wide compliance with the Affiliation Agreement at the site level
Serves as a project manager to administrative and clinical managers for all Affiliation Agreement administration and management services at the assigned location(s)
Works collaboratively with NYC Health + Hospitals on the local and system level
Analyzes and develops timely responses to requests or changes from the assigned locations’ leadership in coordination with all PAGNY Corporate departments and clinical leadership
Represents PAGNY in communication and partnership with facility staff to improve organization-wide performance based on experience at the assigned location
Identifies local labor-management issues and serves as point of contact for labor issues in partnership with PAGNY labor relations
Maintains oversight of the PAGNY team members for the assigned locations
Participate in joint PAGNY and NYC Health + Hospitals committees and engagements with site leadership at the assigned location(s)
Responsible for all aspects of labor and employee relations to ensure compliance with collective bargaining agreements, policies and procedures and federal and state employment regulations, while providing consultation, training, and constructive conflict resolution for and between leadership, staff, union leadership and bargaining unit employees
Oversees the interpretation and administration of employment laws and resolution/response to work-related situations
Administers daily contract, policy, disciplinary and grievance procedures (including high level and complex grievances)
Leads investigations and responds to internal workplace complaints and assists in the response to external charges
Represents PAGNY/CHS at Arbitration and other third-party proceedings
Qualification
Required
Experience in labor and employee relations, including compliance with collective bargaining agreements, policies and procedures, and federal and state employment regulations
Ability to provide consultation, training, and constructive conflict resolution for leadership, staff, union leadership, and bargaining unit employees
Experience in administering daily contract, policy, disciplinary, and grievance procedures, including high level and complex grievances
Experience in leading investigations and responding to internal workplace complaints
Ability to represent PAGNY/CHS at Arbitration and other third-party proceedings
Strong project management skills to work collaboratively with administrative and clinical managers
Ability to analyze and develop timely responses to requests or changes from leadership in coordination with corporate departments and clinical leadership
Experience in maintaining oversight of team members and improving organization-wide performance
Preferred
Experience working in a healthcare environment, particularly within municipal health care systems
Familiarity with the Affiliation Agreement administration and management
Strong communication and partnership skills to engage with facility staff and improve performance
