DON TEST AND EVALUATION EXECUTIVE

USAJOBS is seeking a DON Test and Evaluation Executive who will serve in a high-level Tier 2 role within the Department of the Navy, combining strategic oversight with budgetary authority in Test and Evaluation (T&E). The incumbent will act as the T&E Executive for the Assistant Secretary of the Navy for Research, Development, and Acquisition and the Director for Innovation, Technology Requirements, and T&E for the Deputy Chief of Naval Operations.

Responsibilities

You will collaboratively develop and execute T and E policies with senior flag officers, general officers, and SES leadership across the DON and DoW to support efficient and effective acquisition of warfighting systems
You will serve as the principal T and E policy liaison with industry, partners and external agencies (both foreign and domestic)
You will advise the Navy Acquisition Executive on T and E policy, in preparation for congressional testimony or international engagements
You will represent the DON at T and E forums and serve as the DON Principal to the Tri-Service Board of Directors (BOD), and act as the DON T and E Executive Agent
You will lead the T and E Functional Integrated Process Team (FIPT) for the Acquisition Workforce Career Field
You will lead negotiations with the Director of Operational Test and Evaluation (DOT and E), Director of Defense Test and Evaluation (DTE), and key acquisition stakeholders and programs managers to resolve complex issues
You will coordinate with OPNAV resource sponsors, the Fleet, and executing program offices to develop T and E and S and T investment strategies that allocate resources against high-priority warfighting requirements
You will provide strategic direction, guidance and oversight for the 17 Major Range and Test Facility Bases (MRTFB) and Fleet Training Ranges ensuring their alignment with warfighting needs
You will supervise OPNAV N94 resource sponsor and requirements team and coordinate with ONR S and T requirements and funding profiles

New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
May be required to successfully complete a 1-year SES probationary period
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
May be subject to pre-employment and random drug tests
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
This position is considered Key/Emergency-Essential
You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
