MOTOR VEHICLE OPERATOR (MATERIALS HANDLER/FLO)
The Department of the Air Force is seeking a Motor Vehicle Operator at Elmendorf AFB. The primary purpose of this position is to operate various types of vehicles to transport cargo and facilitate loading and unloading on aircraft in varying weather and traffic conditions.

Responsibilities
Performs a wide range of Cargo Processing functions and drives K-loader, tractor trailers and/or other vehicles primarily on the flight line and hardstands around aircraft
Performs tasks involved in issuing/shipping items. Selects and assembles items based on priority, type of material, mode of transportation, destination, and type of transaction
Operates one or more electric, LPG, or diesel-powered forklift trucks with a maximum load of 50,000 Lbs. to facilitate loading and unloading duties
Performs operator maintenance, such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles, and performing inspection checklists to ensure safe and proper operation
Maintains records and documents actions, such as operator inspection, checklists/forms and accident/incident reports. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and assures proper fit of required safety equipment and clothing. Assembles and disassembles cargo on aircraft pallets. Builds cargo on aircraft pallets IAW the proper Technical Orders and regulations

This is a drug testing designated position. The incumbent is subject to random testing for drug use
Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 27 60, Qualification to Possess Firearms or Ammunition
This is a 'Key' position. Incumbents must be removed from their military recall status if alternatives for filing the position during an emergency are not available
This is a 'Mission Essential' position 1 AW DoDI 302042 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity
Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release
Must be able to obtain and maintain a Secret security clearance
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/ Mobile Equipment Operation Family
The screen out element for this position is the ability to do the work of the position without more than normal supervision
Knowledge of and skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of over 67,000 pounds such as 60K Aircraft Loader or Truck Tractors with semi or full trailers
Knowledge of cargo handling and hauling and techniques for safeguarding and protecting cargo. Ability to compute restraint and interpret Technical Orders and regulations
Knowledge of accepted warehousing methods, procedures, and material handling techniques. Knowledge of regulations, procedures, and policies related to records maintenance and documentation and ability to screen shipping and receiving documents for discrepancies. Knowledge of warehousing functions, such as material receiving, storage, issuing, and preservation. Ability to interpret and apply instructions pertaining to material handling
Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle and forklift operation
Knowledge of and skill in operating one or more electric, LPG, or diesel-powered forklifts
Ability to interpret instructions, specifications, etc. related to motor vehicle, forklift, and power take-off unit operation and preventive maintenance. Ability to perform crew chief duties by directing multiple personnel in loading/ offloading aircraft. Skill in the use of automated material processing equipment and systems to include computer terminals, optical readers, and scanners. Ability to maintain tools, equipment, and work area in a neat, clean, and orderly manner
Physical effort is moderate to heavy. Work requires reaching, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Associated duties require stooping, bending, and climbing. Lifts and carries objects weighing up to 40 pounds and heavier objects with assistance
Employees work mostly outside and operate vehicles in all kinds of traffic and weather on public roads (or equivalent) and are exposed to the danger of serious accidents. Employees are exposed to dirt, fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. Employees work in congested areas on and off the flightline
