Instrumentation and Controls Technician/Munitions Handler

Responsibilities
Perform all work safely and with the utmost concern for the safety of self and other employees
Perform all work in compliance with environmental permits and regulations

Work in close proximity to and or in a demilitarization facility
Responsible for maintaining the company’s buildings, facilities, and equipment in an operating and functional condition
Perform a variety of instrumentation, controls/electronics and electrical trade functions including modifications and revisions, corrective and preventive maintenance on facility systems, equipment and components such as instrumentation, control circuits, pressure indicators and temperature indicators, programmable logic controllers, motor control centers, motors, HVAC units and control and power circuits involved in the installation of conduit, cable trays, raceways, wiring and other associated electrical equipment in support of plant configuration changes
Duties also include involvement in the installation and removal of piping, circuits, and associated instrumentation and equipment supporting facility modifications. As this is also a multi-role position, support of munitions handling, waste management housekeeping practices and other duties as assigned will be required
Perform munitions handling job functions
Perform hazardous waste worker duties in permitted or regulated facilities. Duties may involve one or more of the following: Movement, containerization, storage, identification, loading, record keeping, emergency response and/or handling/disposing of hazardous waste to include munitions, explosives, incendiaries, pyrotechnics, smokes, and other hazardous waste streams
Move unpacked munitions to the appropriate conveyor line to be fed to the PRODS in accordance with approved Standing Operating Procedures (SOPs)
Perform overpacking operations of questionable deteriorated condition ordnance
Assist the Area Supervisor in ensuring that munition accountability is maintained accurately
Operate equipment in assigned functional areas in accordance with established SOP's and test procedures
Maintain Fitness for Duty Standards
Perform Journeyman level Craft duties in the installation, repair and maintenance of equipment, systems and components
Perform Corrective and Preventive Maintenance tasks. Utilizes blueprints, drawings and specifications in locating and diagnosing trouble in equipment, control circuits and power systems
Perform emergency repairs to systems, equipment and components. Records the as-found condition as well as the repaired condition, analyzing system characteristics to determine the cause of failure
Perform journeyman level duties in the installation, repair and maintenance of low voltage (≤ 120 volts) electrical equipment, systems and components. I&C Technicians may perform Electrical LO/TO zero energy verifications on 480-volt electrical equipment, after completion of NFPA 70 Qualified Person Training
Replace worn, damaged or failed components and fixtures in support of facility operations
Conduct post-maintenance testing of systems, equipment and components as necessary to complete work packages and ensures systems, equipment and components are returned to operational conditions
Be able to complete training and certification of the SDC Continuous Emissions Monitoring System (CEMS)
Carry out or assist in the operation, calibration, performance of preventive/corrective maintenance and maintenance of records on all CEMS equipment
Recommend changes to fine-tune any monitoring, waste sampling, and CEMS related procedures
Perform operational check, acceptance testing, and systemization of monitoring
Assist vendors in performing Maintenance. Provide technical support for this work
Specify maintenance equipment needs to complete assigned tasks (including electrical maintenance)
Fabricate required components consistent with engineering specifications
Wear various levels of Personnel Protective Equipment (PPE) in the performance of assigned duties
Work in close proximity to and handle explosive configured munitions, components and residues
Work in environments with elevated temperatures
Maintain accountability of property, including tools and maintenance equipment
Perform all work in compliance with environmental permits, regulations, and Standing Operating Procedures (SOP's)
May be required to works shifts, weekends, and holidays, as required to support processing
Understand and utilize a variety of hand tools, power tools, measurement and test equipment (M&TE) in the performance of duties
Make periodic, routine tours through operating areas to ensure safe and efficient operations
Monitor assigned system parameters for trending towards deviation of established limits for current operating conditions, and performs appropriate corrective actions to prevent deviation from established limits
Complete data sheets, test records, and other operational documentation as required for equipment and systems in assigned functional areas
Assist Engineering with modifications/revisions to plant systems, equipment and/or components
Maintain housekeeping in all areas
Perform other duties as assigned to support the PRODS project
Qualification
Required
High school diploma or equivalent and 8 or more years industrial maintenance experience in an operating demilitarization, chemical, power, processing, industrial service, military, or manufacturing plant
Completion of formal apprenticeship or similar accredited training program (such as vocational, trade, commercial, or military) in the I & C field and 8 or more years industrial maintenance experience in an operating demilitarization, chemical, power, processing, industrial service, military or manufacturing plant
Completion of a degreed course of study from an accredited institution in electrical engineering technology, electrical technology, mechatronics, robotics and automation, or other similar technical degree
Previously certified as an I&C Technician under an SDC or demilitarization certification program
Must be a US Citizen or naturalized citizen able to obtain and maintain site access
Must be computer literate in common software applications and able to operate general office equipment
Must be 18 years of age or older
Must be willing to work overtime, varying hours and/or rotating shifts
Must be willing and able to work in an industrial environment that is in a demilitarization facility
Must have experience and/or completed training/education and can show competency and proficiency working with and installing low voltage (≤ 120 volts) electrical equipment, systems, and components
Must be able to read and interpret blueprints, drawings, layout and specifications in the performance of the duties to ensure system integrity is maintained
Must have thorough understanding of instrumentation equipment (transmitters, thermocouple devices, etc.) operation of that equipment
Must have experience and/or completed training/education and can show competency and proficiency in the following: Analog and digital process control loop functionality, Process instrumentation troubleshooting by use of Multi-meters and Fluke 744 Calibrators, Performing process instrumentation replacement and calibrations, Use of Piping and Instrumentation Diagrams (P&ID), Use of a military or industrial OSHA approved Lock Out Tag Out program
Sound fundamentals in the use of measuring and testing equipment consistent with I/C scope of work
Ability to complete training and certification of the SDC Continuous Emissions Monitoring System (CEMS)
Must possess and maintain a valid motor vehicle driver's license
Preferred
Knowledge of Programmable Logic Controllers (PLC's) and familiarity with Siemens control systems
Knowledge of Process Data Acquisition and Recording Systems (PDARS)
Experience using process trend data analysis software to troubleshoot instrumentation issues
Experience with continuous emissions monitoring system (CEMS) equipment
Experience troubleshooting and repairing HVAC systems
Experience operating a Forklift in an industrial environment
Experience working in a toxic or hazardous work environment
Experience working around and handling explosively configured materials
Knowledge/Experience in a I&C Technician or Waste Management role
Knowledge/Experience working in a Control Room
Experience in a toxic or hazardous work environment (e.g. chemical agent-destruction or nuclear facility)
Able to operate material handling equipment such as a forklift, pallet jack, drum dolly, etc
Able to develop technical solutions to address I&C related problems while minimizing cost and impact on schedule
Certified as a I&C Technician and Munitions Handler under a certification program
