ASSISTANT DIRECTOR FOR INTERNATIONAL OPERATIONS
The Defense Security Cooperation Agency is part of the Department of Defense, and they are seeking an Assistant Director for International Operations. This Tier I SES level position involves making recommendations on security cooperation issues, monitoring case performance, and preparing senior officials for congressional testimony.

Responsibilities
The incumbent makes recommendations and coordinates with State Department (PM/RSA-T) on highly complex issues associated with the Department-wide security cooperation enterprise, to include, security assistance, BPC and FMS implementation and execution, taking into account their impact on the foreign affairs and political environment
The incumbent monitors and reviews the development, implementation, and execution of BPC and FMS cases, working with the Implementing Agencies (IAs) to ensure cases are developed, implemented, executed, and closed in accordance with policy. The incumbent is responsible for developing innovative solutions and resolving challenges impacting case development, implementation and execution. The incumbent makes well researched recommendations to the Director, DSCA, Deputy Director, DSCA, State PM/RSA-T and the USD(P) on case prioritization that considers the short- and long-term impacts on foreign affairs and the political environment
The incumbent continually analyzes DoD-wide case performance (BPC and FMS) and actively engages with IAs to develop efforts for continuous process improvement. Continuous improvements to the case lifecycle system will require the incumbent to think creatively, use innovation, be willing to challenge existing systems, be pro-active, champion change through implementation, and monitor performance thereafter. Once implemented, the incumbent uses measures of performance and effectiveness to monitor how improvements have changed case lifecycle system performance and at what resource cost
The incumbent uses knowledge of foreign affairs, independent judgment, and experience to prepare senior officials for testimony before the Congress and drafts testimony or other presentations to the Congress for use by the Director and Deputy Director, DSCA, State PM/RSA T, USD(P) and other senior government officials. The incumbent monitors congressional action on the DoD and Department of State Foreign Operations budget and formulates official responses to periodic congressional inquiries and/or legislated reporting requirements
The incumbent drafts issue and background papers on highly complex and important security cooperation, security assistance, TS/FD, international competition, BPC, and FMS issues and makes oral and written presentations to the Director, DSCA, other senior defense officials and counterparts from other U.S. Government (USG) agencies recommending a particular resolution of these matters
The incumbent maintains professional expertise by remaining knowledgeable of current developments in the broad area of security cooperation, security assistance, BPC, FMS, foreign affairs and foreign policy, using judgment to identify items which require action by the Director, DSCA, or USD(P), advising the Director, DSCA, of the emergence of matters requiring attention by him or the Secretary of Defense, and defining and initiating follow up actions where necessary
The incumbent consulting with counterparts across the Office of the Secretary of Defense, the Military Departments, and other USG agencies and independently assesses required actions and initiates and drafts appropriate responses. The incumbent brings unresolved matters and contentious issues to the attention of the Director, DSCA, and Deputy Director, DSCA, with appropriate recommendations
The incumbent's work projects are complex. The incumbent must analyze and manage conflicting and divergent viewpoints in order to provide full and accurate background information to the Director, DSCA, and Deputy Director, DSCA, along with options for courses of action
The incumbent leads and manages a large team and associated resources and oversees the Office's efficient achievement of program and business objectives

Probationary Period: You will serve a one-year Senior Executive Service (SES) probationary period unless you previously completed the probationary period in the SES
Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position
Senior Executives are required to complete a 'Declaration of Federal Employment,' (OF 306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check
