AidData Associate Director of Finance & Operations

William & Mary Libraries is seeking an Associate Director of Finance & Operations for AidData. This role is responsible for overseeing finances and operations, managing budgeting, financial management, and human resource activities, while supporting the leadership team in achieving AidData's mission as a leading research institution.

Responsibilities

Lead AidData’s annual budgeting and financial planning processes
On a monthly basis, provide financial analysis and decision support to AidData’s Executive Director and leadership team on burn rates, future spending, and potential shortfalls (under state, grant, contract, gift, endowment, and overhead funds)
In coordination with AidData’s leadership team and Office of Sponsored Programs, ensure that AidData’s labor costs under grants and contracts are accurate based on time and salary commitments
Coordinate with the Office of Sponsored Programs on proposal submissions and supervise post-award (grant and contract) management activities
Oversee the identification, contracting, and payment of vendors and the processing of sub-award funding
Ensure AidData staff are knowledgeable of, can access, and are compliant with regulations related to travel, business meals, purchase cards, and other spending
Manage award closeout processes for AidData’s externally-sponsored projects
On behalf of AidData’s Executive Director or leadership team and in support of AidData’s research and training activities, lead department communication and coordination with functional departments (Human Resources, Finance, Procurement, Accounts Payable, Facilities, Office of Sponsored Programs, Compliance) and other campus units, schools, centers, and institutes
Serve as the primary financial and operations advisor to AidData’s Executive Director and leadership team
Responsible for developing, promoting, documenting, and monitoring compliance with AidData’s internal operating procedures
Provide guidance to AidData’s Executive Director and leadership team on organizational structure, positions, and funding in consultation with University Human Resources
Collaborate with University Human Resources, the Office of Sponsored Programs, and other units on recruitment, onboarding, and staffing issues, in compliance with federal, state, and W&M regulations
Coordinate with the Reves Center to secure H1B and J1 visas, H1B and J1 visa renewals, and permanent residency sponsorship for AidData’s foreign national staff and faculty
Lead liaison with Human Resources Business Partner (HRBP) on all matters pertaining to University Human Resources
Support the onboarding of new hires and manage employee separations and clearances in coordination with their supervisors
Supervise and develop the finance and operations team, consisting of at least two direct reports
Provide direct reports with frequent, constructive feedback, including interim evaluations as appropriate
Confirm that direct reports have the necessary knowledge, skills, and abilities to accomplish goals
Ensure that expectations of direct reports are clear, well communicated, and relate to the goals and objectives of the department or unit
Verify that the requirements of the performance planning and evaluation system are met, and complete evaluations by established deadlines with proper documentation
Address and document performance issues as they occur
Oversee procurement and maintenance of office supplies, equipment, and facilities that are necessary for AidData staff to complete their work
Ensure appropriate and efficient use of office space, conduct space utilization surveys, and oversee equitable allocation of offices and meeting spaces
Work with the Provost's Office, Facilities Management, and other units to ensure that AidData facilities are safe, secure, and well-maintained

Required

Master's degree in finance, accounting, or business administration or related field, or an equivalent combination of education, training, and experience (e.g., a Certified Public Accountant)
Significant experience in research administration, financial management, and/or operations management
Significant team leadership experience
Demonstrated ability to develop, maintain, and interpret policies and procedures, utilizing analytical, problem-solving, and decision-making skills
Demonstrated ability to communicate effectively, verbally and in writing, and to foster and maintain collegial relationships with diverse constituencies
Strong attention to detail and ability to maintain a big-picture perspective
Systems thinking, cross-functional collaboration, and process improvement skills

Preferred

Experience in higher education
Experience with a research organization, project, or lab
Familiarity with grants and contracts in terms of both understanding award language and implementation procedures
Knowledge of federal funding agency requirements
Experience with the Commonwealth of Virginia's higher education policies and practices
Experience utilizing William & Mary online administrative applications that support fiscal, human resources, payroll, and procurement transactions (i.e., Banner Finance, Qlik, Workday, and Discoverer reporting tools)
