Business Development & Infrastructure Resilience Specialist

ANSER enhances national and homeland security by strengthening public institutions, and they are seeking a Business Development & Infrastructure Resilience Specialist to support infrastructure resilience efforts for military installations and facilities. Responsibilities

Identify business opportunities and key engagement points to expand ANSER’s support across the critical infrastructure support and analysis business area to include USINDOPACOM area of responsibility
Build and cultivate relationships with senior leaders across military components, partner organizations, and interagency counterparts
Engage with U.S. military forces and the U.S. State Department to identify contract opportunities aligned with ANSER area of interest
Assess contract support requirements at military installations and facilities to identify current capabilities, gaps, and future opportunity areas
Contribute to white papers and strategy documents that highlight investment opportunities, capability shortfalls, and areas where ANSER can support theater objectives
Adjust business development and engagement strategies in response to emerging mission needs and evolving operational environments
Provide decision-support analysis on global posture, power systems, installation infrastructure, and component support requirements
Evaluate component support needs, including capabilities and infrastructure required to meet mission essential tasks and readiness objectives
Conduct comprehensive analyses of support requirements and operational tasks for combatant commands to include USINDOPACOM components
Develop white papers addressing: Synchronization of operations, logistics, support activities, and infrastructure requirements
Identify capital Investments while developing risk reduction strategies to meet campaign objectives over a multi-year planning horizon
Options for force generation, employment, sustainment, and mission analysis
Decision-support materials for Commanders and oversight of programs supporting their guidance
Travel to U.S. and overseas DoD installations to assess infrastructure conditions and mission support capabilities

Required

Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance
Master's degree in a relevant military studies field (or bachelor's degree with 15 years of relevant experience)
Bachelor's degree in Civil Engineering, Energy Systems Engineering, Electrical Engineering, or related discipline
Minimum 10 years of experience with military doctrine, tactics, and command relationships in at Joint and Combined levels
Demonstrated proficiency with SharePoint, MS Teams, and Microsoft Office Suite
Prior experience drafting white papers, staff studies, position papers, and talking points
Demonstrated knowledge of policy development across USINDOPACOM, USMARFORPAC, USPACAF, USARPAC, and PACFLT related to OPLANs/CONPLANs and Pacific AOR exercises
Experience presenting technical information to senior, non-technical DoD stakeholders
Knowledge of critical infrastructure systems (power, water, airfields, transportation networks, lighting, generation) and their interdependence affecting mission continuity

Preferred

Demonstrated ability to quickly refine business development targets based on emerging opportunities
Ability to communicate complex concepts of engagement to diverse audiences
Command experience at MAJCOM, MACOM, or higher
Advanced written and verbal communication skills
