Director of Operations - Brownwood

The Texas Department of Transportation is seeking a dynamic Director of Operations for the Brownwood District. This high-impact role involves overseeing critical functions such as maintenance, transportation logistics, and emergency operations while managing a talented team.

Government Administration

Responsibilities

Oversees at least two of the following district functions: construction, maintenance and/or transportation operations
Reports to the District Engineer or the Deputy District Engineer
Manages a group of professional, technical, and clerical employees
Work involves directing building and grounds maintenance; programming of building projects; implementing hazardous materials/waste procedures; overseeing photo logging of roads; overseeing the equipment Shop; and overseeing the utility and/or driveway permit program
Develops and monitors, maintenance and transportation operations budgets and related programs
Monitors the material testing requirements for compliance with specifications
Oversees maintenance traffic control coordination for the district; periodically reviews traffic control devices on projects with Area Engineers; reviews in-house and consultant traffic control plans and traffic projects
Oversees contracts, issuance of work orders, construction schedules and job progress on traffic and/or maintenance and projects
Oversees the design, installation, maintenance and repair of all traffic signals, radios, railroad crossing equipment, center striping, traffic management system, etc., including writing, negotiating and monitoring contracts
Oversees the development of Plans, Specifications and Estimates for traffic projects
Oversees traffic engineering studies and warranting of traffic signals and speed zones
Recommends preventive maintenance and rehabilitation programs to the Director of the Transportation Planning and Programming Division
Represents the district at various meetings and/or serves on various committees, workgroups and teams
Responsible for the development, preparation, letting and administration of district maintenance contracts; monitors maintenance contracting levels to meet legislative requirements; oversees all special maintenance jobs
Performs other job responsibilities as assigned

Required

Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS
7 years transportation engineering in construction, maintenance or transportation operations. (Experience can be satisfied by full time or prorated part time equivalent)
Must have 3 years managerial/supervisory experience
Valid driver's license. This position requires driving a state vehicle
Licensed Prof Engineer
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment
Government programs and operations affecting highway and transportation development
Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
Traffic signal design
Design and plan preparation methods and requirements
Maintenance concepts, methods, policies and requirements
Applicable industry safety standards, guidelines, and specification codes
Applicable laws, rules, and regulations
Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Applying engineering principles, practices, and methods in job responsibilities
Reading and interpreting applicable plans, schematics, blueprints and maps
Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees
Manages financial and personnel resources to achieve individual and organizational goals
Must pass a drug test prior to employment for safety impact positions
Must be able to report for duty within 45 minutes of notification on a 24-hour basis to respond to emergency situations
Required to work weekends and holidays
Required to work hours other than 8 to 5
Required to work under exposure to inclement weather conditions
Required to wear personal protective equipment provided by employer and comply with all safety requirements
Must attend work regularly and observe approved work hours
