ASSISTANT DIRECTOR FOR BUSINESS OPERATIONS

Responsibilities
Maintaining executive level contacts within the Department of State and other elements of the Executive Branch
Representing DoD on security assistance matters with Congress, with U.S. industry at the corporate level, and with military and civilian officials of foreign governments
The incumbent conducts the duties of this position within the scope of the Foreign Assistance Act of 1961, as amended, the Arms Export Control Act, appropriates and acquisition legislation
Providing authoritative advice, guidance and decisions on security assistance business, budget and fiscal matters, and Chief Information Officer matters
Playing a major role in the implementation of the law through effective financial management and control and responsibility for any violations of law pertaining to the expenditure or management of security assistance funds
Developing and implementing financial procedures and policies for the Agency's conduct of the Foreign Military Sales, Foreign Military Financing, and DoD-funded Building Partner Capacity programs
Developing and implementing acquisition procedures and policies for the Agency's management of professional work involving the procurement of supplies, services, information technology and related support
Leading the Agency's program to acquire services and equipment through formal competitive bid and open market procedures
Overseeing the analysis and evaluation of various lending instruments including federally guaranteed loans and direct government loans
Establishing programs and procedures for fiscal control of funds appropriated and otherwise made available for security cooperation purposes. Determines when and under what conditions such funds may be allocated and executed
Directing the development, installation and use of uniform financial control operations, records and procedures applicable to, and incompliance with, statutory and OSD Policy requirements
Reviewing, analyzing and approving or disapproving from the fiscal standpoint, all proposed international agreements
Reviewing and analyzing the efficiency of the security cooperation management process
Administering a credit management system, which is accurate and responsive to United States Government and customer country needs and is sufficiently flexible to accommodate dictated FMS debt rescheduling and Congressionally-mandated PMS debt refinancing provisions
Developing and implementing the Agency's enterprise architecture for information technology systems for the Department of Defense security cooperation enterprise
Oversee the development of an overall portfolio of information technology resources that efficiently achieve program and business objectives

Must be a U.S. citizen
Males born after 12-31-59 must be registered for Selective Service

Must be able to obtain/maintain Critical Sensitive/Top Secret clearance

Mobility Agreement: All newly appointed Career SES leaders must sign the Reassignment Rights obligations Agreement as a condition of appointment into the SES
Probationary Period: You will serve a one-year Senior Executive Service (SES) probationary period unless you previously completed the probationary period in the SES
Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position
Senior Executives are required to complete a 'Declaration of Federal Employment,' (OF 306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check
This position is subject to the Financial Management Certification. This is a Financial Management Level 3 Certification position
The position is subject to the Security Cooperation (SC) Workforce Certification. This is an Advanced Certification position
