Operations Program Manager (Onsite)

Responsibilities
Total program life cycle execution from bid/proposal through development/EDM, transition to deliver, production, and depot/sustainment
Program planning, capacity analysis, schedule management, resource planning, and manufacturing execution
Lead cost/process improvement initiatives
Coordinate material management activities with Supply Chain Cost Account Manager (CAM), Estimate at Complete (EAC) development, analysis, and presentation, understanding and use of Earned Value Management (EVM), and risk and opportunity management
Interface with both internal and external customers at Monthly Business Reviews (MBRs), Gates, EACs, Program Management Reviews (PMRs), and customer visits/tours
Qualification
Required
Minimum of 6 years of relevant work experience
Typically requires: Bachelor's degree and 5 years of prior relevant experience OR Advanced Degree in a related field and minimum 3 years of experience
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Experience working in an operations, manufacturing, program, cross-functional, or equivalent environment
Effective communicator, able to develop relationships and work with personnel at all organizational levels, functional stakeholders, and internal/external customers Demonstrated initiative, perseverance, and creativity in problem solving, strategic planning, project and deadline administration, and utilization of business system resources
Excellent problem-solving skills and ability to use data and information to convey a concise message to team members and key team members
Flexibility and agility to work in an undefined development environment where processes and procedures may not always exist
Thorough working knowledge of Microsoft Office; Ability to manipulate and process reports and work artifacts with large amount of data
Preferred
Familiarity with manufacturing and data analytics tools such as PRISM/APEX, CMES, Kinaxis, and PowerBi
Experience generating EACs, providing cost variance analysis, and managing risk and opportunities
Familiarity with documentation systems such as Common PDM to validate As-Built configurations, alternates, ECNs, and change history
Familiarity with Supply Chain Management practices
Strategic and visionary planning, develop relationships and achieve buy-in from all relevant parties
