Information Technology Senior Business Analyst
North Texas Municipal Water District (NTMWD) provides essential services to over two million residents in North Texas. Responsibilities
Leads cross-functional teams to implement complex, mid to large scale projects to ensure adherence to budget, schedule, and scope of project
Provides ongoing direction, training and support to lower-level analysts and other internal staff
Collaborates with business stakeholders to understand needs, objectives, and challenges
Gathers, documents, and analyzes business processes, identifying requirements, challenges, and gaps
Translates business requirements into clear and concise functional specifications for stakeholders
Documents technical specifications for internal and third-party application development; works with the IT staff or vendor and stakeholders throughout the development effort to ensure appropriate project scope is maintained
Performs workflow analysis and diagrams end user processes to make recommendations to improve methods and procedures for assigned systems
Assists departments with defining functional, technical requirements and scope when procuring new solutions to ensure the software solves the business problem, meets IT standards, and integrates with existing systems
Manages vendor relationships, including being the primary vendor contact, managing communication between internal staff and the vendor, overseeing task management, and providing status updates
Sets and tracks project milestones; manages and accounts for unforeseen delays, then realigns schedules and expectations as needed
Establishes and implements project communication plans, providing status updates to affected stakeholders
Creates and designs ad-hoc reports to support specific needs of department users
Supports and helps plan software implementation activities including change management, configuration, user acceptance testing and training, helping where necessary to meet the goal of a successful go live
Maintains comprehensive understanding of applications, having a clear understanding of capabilities and how they interact to identify additional integration opportunities
Communicates complex technical concepts to non-technical stakeholders
Presents findings, recommendations, and project updates to various audiences
Collaborates with management/project managers to define project scope, objectives, and deliverables
Monitors project progress and identifies potential risks or deviations from the plan
Ensures that delivered solutions meet the specified requirements and are of high quality
Interprets data, analyzes results using statistical techniques and provides ongoing reports
Provides customer service by training computer users/customers, instructing users/customers on applications, and data management. Responds to questions and inquiries
Ensure that District data is protected by following Cybersecurity guidelines and requirements
Communicates clearly and directly with employees to promote a collaborative work environment
Provides management written documentation as needed
Carries out other such duties as may be assigned or requested
Qualification
Required
Bachelor's degree in Computer Science, Business Information Systems (BIS), Management Information System (MIS) or a computer related field. Equivalent experience and education can be substituted
Minimum 5 years' proven experience in business analysis, analytics, application development, data analysis and/or customer service
Requires a valid Texas Driver's License
Ability to analyze complex business problems and conduct thorough gap and impact analyses
Ability to convey complex information clearly to diverse audiences; excellent verbal and written communication skills
Advanced knowledge of software development processes, project management and system architecture and experience with system integrations
Strong attention to detail and a commitment to delivering exceptional customer service, ensuring all project deliverables meet or exceed expectations
Understanding and interpreting complex laws, rules, regulations, policies, and guidelines
Must exercise good judgment based upon established procedures and policies
Preferred
Prefer certification in Business Analysis (e.g., CBAP, CCBA)
Knowledge of the following applications, ERP, EAM, collaboration software such as SharePoint, Power BI and Automate, Microsoft Teams, and Laserfiche a plus
Knowledge of scripting languages such as SQL a plus, with current Microsoft SQL databases, SQL query development and report writing a plus
Advanced knowledge of API technologies is a plus
