Traffic Design Supervisor (Civil Engineer V)
The Massachusetts Executive Office of Labor and Workforce Development (EOLWD) is responsible for coordinating transportation policies and projects in Massachusetts. The Traffic Design Supervisor will oversee the project traffic design development activities, ensuring adherence to state guidelines and leading the Traffic Design Unit in various roadway improvement projects.

Responsibilities
Supervise the Traffic Design Unit: working with other Traffic Design Supervisors for Pre-25% to delegate project reviews to Traffic Design Review Staff for Advertising Projects
Technical review of 25% plans, functional design reports, 75%, 100%, PS&E design submissions for traffic signals, signs, pavement markings and review of comments and supervise staffs' reviews
Review of projects through the MassDOT Permit, and Advertising process. Coordination with District Permit Engineers, District Traffic Engineers, and Project Managers to ensure adherence to State guidelines and schedules
Participate in various project meetings, including: 25%-PSE related meetings, comment resolution, etc., and/or delegate to staff
Maintain the Traffic Signal Regulation and Maintenance Agreement records
Assist the Chair of the Qualified Traffic Control Equipment Committee to maintain the processes for adding to and maintaining the Qualified Traffic Control Equipment List
Review all letters and technical memoranda prepared by the traffic review staff to ensure accuracy of technical details and overall quality
Represent Traffic and Safety Engineering on various committees/board and participate in the meetings for Design Justification Committee, Design Consultant Selection Committees, Architectural and Engineering Board, etc., as invited
Train Traffic Design Review staff in process and technical resources for design reviews
Supervise staff’s quality and timeliness of work associated with 25%-PSE Design reviews
Qualification
Required
At least six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials
At least four years of the required experience must have been in a professional capacity
At least two years of the required experience must have been in a supervisory capacity
Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required
Preferred
Extensive knowledge of the Manual on Uniform Traffic Control Devices and other standards and regulations governing the use of traffic control devices
Strong written and verbal communication skills
Experience with project development, design and/or review
Experience with traffic control devices, equipment, materials, safety, and operations
Proficiency with HCS, Synchro, Vissim, Sidra, and SimTraffic
Strong project management and leadership skills
