Assistant Director of Finance

The Massachusetts Executive Office of Labor and Workforce Development is seeking an experienced professional for the Assistant Director of Finance position within the Department of Mental Health. The role involves managing fiscal operations, developing and monitoring the departmental budget, and providing financial guidance to agency leadership to achieve organizational goals.

Responsibilities

Responsible for the timely and accurate production of required financial reports which include: departmental spending plans; payroll; overtime; expenditures by object classes and develops as needed monthly forecasting and update reports which the Director of Finance and CFO use for presentation to DMH, Executive Office of Health and Human Services (EOHHS), Office of Administration and Finance (ANF) and the Legislature
Responsible for the daily operations of the Budget Division. Manages and directs budget staff regarding daily activities, budget development, monitoring of program expenditure and other activities as required
Responsible to ensure that DMH accounts are aligned technically with MMARS and DMH chart of accounts which will allow all levels of DMH operations to effectively access funds which have been appropriated in the Final State Budget (General Appropriations Act - GAA)
Provides the Director of Finance with leadership and support for the agency's initiatives; assists and advises in the negotiations with EOHHS, ANF, and the House and Senate Ways and Means Committees
Performs activities related to Revenue: coordination of information between the DMH and UMASS Revenue, prepare and report Advanced Planning Document information for reimbursement, co-chair monthly revenue meetings with DMH, EHS and UMASS staff
Assists the Director of Finance in analyzing and proposing policy and savings initiatives, and identifying and monitoring key budget and policy issues
Works with senior managers and agency staff in developing program, policy and other agency goals; presents options and recommendations to key decision makers

Required

Five (5) years of full-time or equivalent part-time professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results)
At least one (1) year must have been in a project management, supervisory or managerial capacity
A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience
A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience
A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience
A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience

Preferred

Experience in a public health and/or mental health care system
Knowledge of state budget and/or accounting processes
Knowledge of healthcare finance and reimbursement principles
Knowledge of Office of Inspector General compliance requirements
Knowledge of Office of State Comptroller's Chapter 647
Knowledge of state contracting law, rules, procedures, and systems
Knowledge of organizational development
Ability to solve complex problems, and to make sound decisions quickly
Ability to establish and maintain rapport with high level executives and legislators
Bilingual or multilingual fluency
